Show into four districts with a councilman elected from each. One councilman would be elected at large. The adoption would allow the Navajo people at least two councilman, ' a more equitable balance. Our two white commissioners rejected the study proposal and instead voted for a study to consider splitting San Juan into two counties hardly an effort toward bringing our people together. One can preach until the cows come home, but our people need jobs. So we must also think in economic terms. There are many ways of creating money and jobs. The use of the growing transient room tax funds in San Juan County is but one of these. The San Juan County Economic Board has the responsibility to see that these revenue funds, collected from our tourist friends, are distributed equitably and judicially to all sections of the county. The problem arises in administering funds once the money has been received. These problems have been brought to the San Juan Commission and to the Economic Board on a number of occasions. The Blanding and Monticello areas receive most of the money from this source. The southern part, namely the Indian reservations, have received negligible amounts. Though Native American peoples account for some 55 of the county's population, only one Native American now sits on the Economic Board. The other board members (an authorized board) are white. Such deprivation and discrimination immediately becomes a matter concerning civil and human rights. A few years ago, I proposed a course of action to the Board. The proposal called for an equitable increase in the number of Native American board members. These Native American board members, meeting in their own communities and chapter houses, would map out their own program, while the full board would act as an oversight committee. My plan called for 13 of the transient room funds to be set up in a special block fund to specifically benefit the Native Americans in the south of the county. The Board rejected the proposal. From the collection this year, the County is to gain an estimated $280,000. The County Commission skims up to a third of the Travel Council funds off the top which goes to the Commission's own pet projects. The remainder of the funds is dibbied down to the Economic Board. There are recourses. If nothing is done, the Native American causes may have to be taken to the Utah Attorney General, the U.S. Justice Department, and the courts for ultimate solutions. The Justice Department has stepped in on a number of occassions pertaining to government, voting, and educational rights in San Juan County. They can do so again. The local school district's experience with eveMncreasingly high legal bills should have taught these commissioners something. Gvil rights, social justice and environmental concerns can not long be neglected or ignored. Again, while the legal bills steadily increase and poor people suffer.
