Show THE QUESTIONNAIRE ONE-QUESTIO- N Where do the candidates stand on one critical issue in this election? On August 16th, the day after Ok filing deadline fat Moot City elections, the Zephyr sent each of the 18 candidates for Mayor, the 4 year City Council seats, and the question questionnaire.' The question was simply: City Council seats a 'one elected officials will surround themselves with people that will make government work. I really don't think the form of government is the most important issue in this election." JOSEPH LEKARCZYK: maintain mayor & separate city manager "It is essential that Moab have a trained professional administering to the operation of the city. As Moab has grown, the responsibilities of our local government have become more complex, the budget is larger and there are more staff to manage. The city manager brings skills and continuity to the job that I hope makes city services more efficient, effective and accountable. But equally as important is having a city council, mayor, and administrator that can work together as a cohesive unit. DAN MICK: maintain mayor & separate city manager "Yes I do (support the Moab city government as it exists now). Each form of government has its problems, and it is easy to find faults with both of them. However, as it is set up now, many good residents of Moab could serve as mayor without having the administrative skills it requires to run a city. The city manager works at the discretion of the five city council members, not just one or two members. This insures that a majority give the direction to the city manager on how the city government should be run. No one person can rule unjustly. This form of government makes good common sense to me." RANDY DAY: did not indicate a preference for either option on the questionnaire but submitted a comment. "I only wish the answer could be as simple as yes or no. Many forms of city government work if everyone is willing to work as a team as I have pointed out in my 7 point pledge. I strongly believe that all the department heads and manager should be answerable to the Mayor's office. The Mayor is elected by the people to run their city. Therefore, the people of Moab know who to look to for leadership and accountability. KARLA HANCOCK: maintain mayor & separate city manager "Having worked as the City's administrative secretary for one year under the form of government, and over three years under the City Manager form, I feel I am qualified to make a comparison. Even with an elected mayor sufficiently organized and rational to handle the administrative duties required of a 'strong mayor' administrative tasks required a form of government, I am convinced that the e administrator. I see an important facet of the Mayor's role as one of accessibility to the citizens. "I feel having a Mayor and separate City Manager benefits the City and Citizens of Moab, as you may still hold a strong municipal government. I feel that the City Manager and Mayor holds separate positions and duties, and therefore leaves the discussions and decisions entirely among the City Council Members, the final decision being discussed with the City Manager and Mayor, but yet leaving the veto power to the City Council. KYLE BAILEY: maintain separate mayor & city manager GREG KENNEDY: maintain mayor & separate city manager "In reading over the specific job description of city manager, it becomes immediately clear that this is a complex job requiring very specific skills and training. It's also quite evident that it is a full-tiposition demanding serious focus. Considering the extensive operational requirements of Moab as well as the potential growth in the coming years, I feel the position of city manager is crucial. I believe it would jeopardize city operations to ask anyone to perform the extensive tasks involved and act as mayor. In addition I feel it puts an unrealistic burden on die voters by using the election process as a means of hiring me FOR THE AGGIE EVANS: maintain mayor & separate city manager "A system of checks and balances is necessary with any body of government. Too much authority with one person invites problems." DEE TRANTOR: maintain mayor & separate city manager T believe the present form of city government could use some revision. Not to do away with the office of City Manager but to restore some authority to the Mayor. I feel very strongly, especially after having served on the city council for over a year, that it very important to have a professionally trained city manager. That manager should serve under the direction set down by the city council and the mayor. They set the policy and guidelines but the actual day to day operation of the city is, and should be, under the direction of the city manager and the staff. There are several options that could be considered with respect to the job of the Mayor, however, I believe it.is imperative that we have a professional and competent city manager." VOTE! decisions." T don't think we as citizens should want to change the form of government every time we don't agree with something that has happened in our community. Elected officials are elected by those that support his or her ideas and philosophies. My opinion is that if we want a change in government, we should elect the officials that will change the things we don't like in the current administration. If there are staff in the current administration that are not serving the public, they should be replaced by those newly elected officials. Bottom line is we can't change Government every time we are not satisfied with what is going on inside that form of government We need to change the elected officials!
