And here is my humble opinion. 1. Make it more valuable for all (landowners and visitors) to preserve and enhance the spirituality in the rocks. 2. For those who choose to renounce the faith, make it economically unfeasible for them to continue living in the town (or at least do business). We're talking some kind of environmentalist Naziism here, Jim! I mean, "shape up, remove your leather, park your car at Price and come join us in a week" type of attitude. Perhaps, or... ...perhaps the challenge of growth can still be met uniquely and yet with reason. Of course, the tool to effectively meet the challenge of greed, ahem - growth, the only tool powerful enough to stem the tide, Is GOVERNMENT.
