Show PAGE 9 THE ZEPHYR APRIL 1993 has decided what districts should receive any of the mineral lease money. There is some feeling that the dump has to be dosed by October, and there are other views that it does not have to dose. Federal requirements say that dumps have to dose or that they have to be monitored with test wells. Someone said today that communities under 10,000 are exempt from these regulations. I don't know if that's true or not and we need to find out. By appointing a board for the landfill district, I would hope that they would develop the expertise that is needed to answer those kinds of questions. Zephyr Would this district also deal with the Keystone Pit? Charlie: I assume those are liquid pits. We have a committee to deal with those pits; they are a different kind of problem and we are handling them differently. Zephyr What is our liability on the Keystone Pit? Charlie: Currently our obligation is to satisfy the BLM on the Keystone Pit There is not a lot of money budgeted for it this year, but I think we have an obligation to at least come up with a ng plan. Zephyr Doees the responsibility fall on the county to do the actual cleanup? Charlie: The county operated the pit, although it's not located in Grand County. We're taking the position that we are not liable for the entire cleanup; we're responsible for only that part of the pit that needs reclamation after we took over die pit The Master Plan Zephyr When you were a candidate, you said that one of your major priorities was to establish a comprehensive and workable land use plan. What do you think of the General Plan that was recently compiled and made available to you for possible adoption? Charlie: Well, maybe it's time for an anecdote. Zephyr Just in the nick of time. Charlie: I read in a newspaper today that Boundary County, Idaho, which is cm the Canadian border, has a law suit filed regarding their land use plan. The suit has been filed by environmental groups. This plan is one of the Catron County-typ- e land use plans. There are hundreds or perhaps even thousands of counties that have filed similar plans. I don't want any more law suits. I don't think this plan addresses growth of Grand County and how Grand County ought to develop. It's a political statement and supports local control over federal and state control. But it doesn't say how it ought to be controlled. To be successful, a land use plan ought to be started at the grass roots level, by people that have an interest in iL.that he citizens. They decide what kind erf community they want in the some future, they get professional help from people who have done this kind of thing before, and you develop a plan that guides the development and growth of the county. You start with the dtizens and you wind up with a plan. You don't start with someone else's idea of a plan from outside Grand County, who says, This is what you ought to da" The people don't listen to those kinds of plans...they're not workable. Zephyr I understand there has been some input to the council that perhaps you should approve this plan and modify it laterthat this plan is better than nothing, and better than what you had. Charlie: I'm not familiar with the plan we have now, or a comparison of the two. The county Planning & Zoning Commission has said that we need a better plan; let's put this one into effect and continue to work. I'm not sure that this erne is better than what we have. This will be discussed at our next meeting. Zephyr There are aspects to die plan, one glaring example is its endorsement of the Book Cliffs Highway, that stands right in the face of what this council says it believes in. Charlie: One of the problems with the plan is that it's kind of an end product. And I don't think any plan ought to be a static end product I don't know how soon we could amend the plan if we were to adopt this erne. Whether it's more valuable as it stands, than not passing it J'm not sure right now. I tend to think not is-t- s Zephyr How well do you and the other council members work together? Has it been a joy and a pleasure or has it been a living hell? Charlie: Let me say that while the job has not been a joy and a pleasure, there are two things that make it very worthwhile. One is that I genuinely, honestly enjoy working with the other honest guys who enjoy doing what we're members of the council. They are all the problems with a lot of common spirit We to face We well. seem all to da get along trying and ideas. The other thing that makes it worthwhile is that every day on the street, I get 5 or 6 people who say, "You're really doing a good job, we're really supporting you, and you probably don't get fold that enough" And that's right..We don't get told that enough but we like hearing it when we do get told.
