Show PAGE 32 THE ZEPHYR AUGUST 1990 A MESSAGE FROM KEN SLEIGHT Candidate for House of Representatives, Utah Legislature race for the State House, I have taken much time in studying the issues and formulating and gathering my opinions. From this, a personal platform has evolved. It is, in part, listed below. I feel it important to all citizens to know my philosophy pertaining to government and my stand on various issues. don't expect all to agree with me on all issues, but do hope that this platform will elicit discussion as to the merits of each issue or proposal. In my 1 1 During the next few months, I shall be very active in direct campaigning. I will set up a number of cottage meetings to help get my message across. Also there will hopefully be several debates or discussions with my opponent, David Adams. 74 consists of most of Grand County and all of San Juan County including the vast Navajo Reservation in Utah. Together we can accomplish much. I appreciate you who have already contributed to my campaign. Thank you very much. Sleights position on Grand County issues EQUESTRIAN CENTER support the Grand County Equestrian Center and the efforts of the Grand County Special Service Recreation District in bringing the profacility can also be used for film ject to fruition. This making, conventions, fairs, trade shows and festivals. It should contribute greatly to our economy and broaden the scope of our community activities. multi-purpos- e STATE LANDS I support the efforts of those pushing the State Land Board not to sell state lands in the Castle Valley area to private interests. I feel the use of such lands should be of a public nature. 128 IMPROVEMENTS support efforts by the Blue Ribbon Committee to address health hazards along (J128 and the Colorado River caused by excessive use and indiscriminate camping. This is a major problem and should be addressed quickly. Certain highway safety improvements should be accomplished. UTAH HIGHWAY I GRAND COUNTY ROAD MASTER PLAN Grand County needs a master plan on road development through Moab and the adjoining areas. The bridge at Courthouse Wash needs replacing, but this bridge should not be built until it is determined just where the new Colorado River bridge will be located. Both are inter- related. With heavier truck and tourist-relatetraffic, increasing consideration and concern should be given to future traffic needs and to the location of possible new truck and trailer routes. Funding sources should be d pursued. PROPOSED BOOK CUFFS ROAD oppose the construction of the proposed Book Cliffs road that would lead from Ouray to Cisco. I feel the money that would be expended on this project could better be used on more pressing and immediate needs. Local road needs also deserve more attention. THE I A NEW TRNASPORTATION SYSTEM The same funding that would go into the proposed Book Cliffs Road could be earmarked for the development of a special bus transporation system in the county and in our national park areas. We must deal with our limited access and communication problems. We need a transportation system that would link the communities of Grand and San Juan Counties together. AND SCENIC RIVERS support the inclusion of Cataract Canyon and Westwater Canyon into the Wild and Scenic Rivers System to help preserve the canyons' wilderness qualities and to help promote tourism and economic WILD I development. EDUCATION We must find school week. support a higher pay schedule for our teachers who have gone without significant pay raises for a long time. We cannot afford to lose some of our best teachers because of salaries. Class sizes in our schools must be reduced. Large classes mean poor working and learnI I the ways and means of getting back to the five-da- y An equalization plan must be adopted that insures essentially the same basic educational funding for children throughout the state. All school districts should receive the same funding for each student. ing conditions. MOAB DOWNTOWN DEVELOPMENT I support efforts being made to target the downtown area for beautification and development of arts and cultural facilities and businesses. Emphasis should be placed on preserving the old and encouraging a historical flavor in all new construction. An equitable sign ordinance ought to be adopted. MOAB ARTS CENTER heartedly support the establishment of a College in Moab by the University of Utah. It brings with it many educational and economic possibilities. Dormitories and additional facilities should now be pursued along with an energetic promotional program to enlist students. I There has been a proposal to develop land in the Sand Flats area for the development of an open-ai- r amphitheatre and other developments. I support the construction of the amphitheatre at or near the proposed site, but believe strongly that prior to approval the state land in the area must be assured protection from development. The area should be zoned so that there are no uses. The university facility itself should be restricted in size to prevent excess damage to this pristine and beautiful area. Other proposed developments ought to be centered either in or nearer e to Moab. The proposed indoor theatre could be serving It of could as a our be used entities. school public many auditorium, convention and conference center, performing arts facility, class rooms, reception areas, a film sound stage, and for other purposes. Maximum use of the facility could then better be assured. Once firmly established, other facilities could then be considered. multi-purpos- ATLAS URANIUM MILL RECLAMATION The uranium mill tailings at the Atlas plant should be removed and the area reclaimed and restored to its natural state. Another site should be found that is a suitable depository for the tailings. This reclamation project would provide many jobs and be a major economic stimulus to the area. An immediate and energetic campaign should be instituted to press the federal government to fund and take action on this project. AGRICULTURE AND FARMING Renewed efforts should be undertaken to prop up our small but important agricultural industry. The continued planting and growing of grapes and fruits should in time warrant the construction of a new processing plant through further private investments. Water resources for agricultural purposes should be protected. REVOLVING LOAN FUND From some source, we need to establish a revolving loan fund. This fund would be used to provide seed money for businesses wishing to locate in Grand County and for established businesses desiring to expand their own operations. state-supporte- New d legislation is needed that would allow the Community Impact Board to establish such a fund. |
