Over a year ago, a Blue Rfabon Committee was established variety to study those effects. Recently, the Committee, In conjunction wtth the BLM, proposed that overnight use be restricted to designated campgrounds along the river. Representative Howard Nielson Introduced legislation to acquire $800,000 In funding to Implement those changes. Now, several local commercial campground owners have raised objections to the Committee's proposals, claiming that the establishment of government-operat- ed campgrounds will undermine their own operations and put them out of business. Norm Patterson, owner of Sllckrock Country Campground, has appealed to the Grand County Commission to pass an ordinance that would effectively eliminate camping anywhere In the county except at designated government and commercial campgrounds. He would also allow persons to obtain backcountry permits for overnight use. What this would mean for hunters, hikers, Jeepera and bicyclists Is simply this If you find yourself along an Isolated and remote Jeep trail or dirt road, or even a dry wash, It would be Illegal to pull over, unroll a sleeping bag and go to sleep. Patterson proposes heavy fines for violators. To Implement this ordinance would carry a price tag. Since no ordinance or law Is effective If It Isn't enforceable, this ordinance would require an army of "compliance officers" to roam the county In search of violators. An additional staff of clerks would be required to maintain the backcountry permit system. If all this seems too ridiculous to be true, remember the BLMs proposal for a photo permit plan? (Zephyr.
