Gen Robert M. Elton, the Deputy Chief of Staff for Personnel. The letter was written to clarify a change made in 1978 to Army Regulations 600-20, Army Command Pol- icy and Procedures, regarding relationships of superiors toward subordinates. As explained in this regulation, a relationship between sol- diers of different ranks is improper if the relationship meets one of the following criteria: (1) causes actual or perceived partiality or favorit- ism; (2) Involves the improper use of rank or position for personal gain; and (3) Would have a clearly predictable, adverse impact on discipline, authority or morale. According to Chaplain (Lt. Col.) Herman Keizer, Jr., of the Office of the Deputy Chief of Staff for Personnel in the Pentagon, the policy states that the adverse pact must be "clear and im- pre- dictable." ; "When the senior member has direct command or drvisory authority over the member or has the capability to influence personnel or disciplinary actions, assignments or other benefits sor- privileges, there is a strong justification for restraint on solower-rankin- g cial, commercial, or duty relationships," Keizer noted. "On the other hand, if these factors are not involved, relationships between neces: soldiers are not sarily improper and normally need not be regulated," he .explained. But what if you date a lower or higher ranking soldier and because of a change in duty assignments or rank, the relationship becomes one that can be considered improper? Commanders a have number of options here, the first rule that Keizer recommends is to use common sense and understanding: Counseling the persons concerned is the most appro- priate initial action. Another option: Reassign one of the members so that ' the threat of impropriety is defused.
