The new policy is a part of a $9. 1 billion military con- struction authorization act . recently signed into law by President Reagan. Details on how the costs will be .. determined and charged still must be worked out, according to Army Housing Management officials. Hie bill also authorizes the services to build 4,176 family housing units, 956 of them for Uie Army. Sierra Army Defat, Calif. will receive 205 units, Aberdeen Proving ground, Md., 439; Fort Hood, Texas, 20; Babenhausen, Germany, 106; and Mainz, Germany, 186 units. The family housing budget targets $538 million to build new housing and $2.6 billion for maintenance, repair and improvements of more than 450,000 units of existing housing. .The bill will also grant DOD authority to limit tenants' liability after a house fire to avoid having to bill them for the full cost of their quarters. In addition, the services will now pay for the repairs or changes to telephone wiring in military housing. It also allows the services to repay tenants for payments they may have made during 1984. Hie provision clarities a law that, prohibited using appropriated funds for tele. phone wiring. Occupants of family housing may, in the future, be held liable for the full cost of loss or damage to Government property resulting from tires determined to be caused by negligence or abuse of the occupants. In addition to loss of personal property this could have a serious financial impact on an occupant. Fortunately, losses of both Government and personal property have been relatively low so far in FY 84 (four . . inci-- 1 dents with total cost of loss at $6326) but the potential for serious damage and loss is present). Hie pecuniary liability of occupants of family housing for loss or damage to Government property is one month's basic pay or the amount of the loss, whichever is less, and includes loss or damage caused by the occupant or dependent of the service member. This pecuniary liability is established by AR effective Oct 1 96-41- 8, v commanders of TECOM and the Army Materiel Command Sept. 14 to honor TECOM's "founding father' and first commander, the late Brig. Gen. William F. Ryan, by , naming the command head- quarters building for him.
