The Advanced Skills Education jfsT ' Program (ASEP) got underway and has just completed its first course at Dtigway, and the first of itskindinTECOM. ASEP is designed to make better NCOs by giving them more education, at a level they can understand and at the level that most erf them function within the Army . .t" 4 ' Peacetime military awards, an area cited by the Army cohesion and stability team (ARCOST) as a factor in promoting continued Army service, will soon make their appearance. The subject of peacetime military awards first surfaced during a September news conference when Army Chief of Staff Gen. E. C. Meyer stated then that the Army has been studying the creation of several military awards. The new awards would recognize soldiers' contributions to the Army during peacetime. SECRETARY of the Army John O. Marsh, Jr., announced last week the changed which will be included in an updated version of the military awards regulation (AR 672-5-1- ). These include Creation of the Army Achievement Medal. Service ribbons for Army service, overseas service and NQO academy completion. Authorization to wear one foreign badge patch per individual. AUTHORIZATION for allstate adjutants general, regardless of service, to approve meritorious service service and Army commendation medals for Army National Guard members of that state. The Army Achievement Medal, according to a Department of the Army (DA) personnel official, will be awarded to service members to recognize important achievements not considered as qualifying for the ARCOM but deserving of special recognition. The achievement medal will be worn after the ARCOM and before the purple heart on the Army dress uniforms. Completion of a normal overseas toutinpasie-tim-e environment will allow service members to be awarded the overseas service ribbon.' The official explains that numerals will show completion of other overseas tours. . A structure. V; ONE OF the main objectives of the program is to help NCOs (E--5 meet their primary re(P) - E-9) sponsibilities as trainers, supervisors, managers, and administrators. The Army pays 100 of the. costs of the program which was held during duty hours for the month of May. The Dugway Education Center set the program up and made ar- rangements with Brigham Young University to send a professor out from Provo to instruct the class on Organizational . Behavior Leadership ; The 40 and hour course made the 25 graduates eligible for 3 semester hours of college credit. Dr. Bill Marek captured the attention of the 25 NCOs who participated in TECOMs premier ASEP Course at Dugway. IN ADDITION to the credit from the Army is planning on making ASEP more attractive to NCOs who complete it by recognizing it as valuable developmental training, one that may make a graduate more attractive to future BYU, . BOTH officers and enlisted soldiers will be , awarded the Army service ribbon on completion of the initial MOS or basic course. Service members will get the award once only. ' The NCO .Academy ribbon will be awarded to enlisted soldiers upon completion of each level of the noncommissioned officer education system. The official comments that subsequent awards will be shown by an oak leaf cluster. The wearing of the foreign badges, to include qualification and special skill badges and patches, is authorized for permanent wear by the individual. The official says an individual will be able to wear only one badge or patch on a permanent basis. Also, the foreign badge or patch must have been earned after Sept. 1, 1975.ds THE NEW medals and ribbons will be authorized for awarding to all qualified active Army, Army National Guard and Army Reserve soldiers, the official states. According to another DA official, the new ribbons are expected to be available in Post Exchanges idn 10-1- 2 months. The Army supply system expects to selection boards. For many of the NCOs who participated in this pioneer project, it was the first time in many yqars that they were exposed to a college situation, but it was one that they most probably repeat in the near future. Regan today announced a hew rise in the interest rate for U.S. Savings Bonds and Savings Notes, effective Friday, May 1, 1981. The interest rate on Series EE Bonds purchased beginning May 1 is being increased from 8 percent to 9 percent, compounded semiannually, when the bonds are held to original maturity. NAF employees scheduled to work 20 Regular hours or more per week, instead of the previous minimum, are eligible for the benefits, say 25-ho- ur officials. THE CHANGES apply to all Army NAF emExployees except those of the Army and Air Force change Service, Changes in the medical plan include increasing maximum lifetime high-optio- n single and dependent medical coverage from $250,000 to $1 million. The maximum lifetime benefit from low option single and dependent coverage is raised from $25,000 to $100,000. Other changes include foil payment for all well as prescriptions when generic drugs are used, as payment for a second opinion of surgery. A modified NAF life insurance plan is. also in effect. Life insurance premiums should drop by about 20 percent this month without decreasing the amount of insurance. The plan also gives insurance benefits if the employee commits suicide.
