It should be understood by employees here that the EEO program is managements program, manage- ments responsibility and that the suc- cess of the program rests with the manager themselves. Some seemingly unrelated incidents may culmi- nate in a formal EEO complaint, and a wise manager can minimize the risk of such an occurrence through consistency and fairness in every day exchanges with employees. ANOTHER area that I would like to caution you about, yet congratulate managers and supervisors here on, is the job selections in compliance with Affirmative Action laws. Affirmative Action is a very misunderstood term. It is positive, aggressive action taken to eliminate dis- LOGICALLY, all 16 selections were reconsidered, many of our AAP objectives were met and many of our upward mobility avenues were opened. Speaking of last year, Dugways EEO record was very good. We processed three formal complaints, had three hearings and one investigation. Approximately 20 complaints were . criminatory employment practices; to open doors previously closed to some and to insure that job opportunities are not denied to any individual. During 1980, there were 16 job resolved informally at the lowest level, and a minimal number of suc- cessful referrals were made. Here at Dugway, it is gratifying to . see that most supervisors and employers understand the severe penalties for reprisals taken against individuals who file an EEO complaint. selections which were questionable as to qualifications and compliance with Affirmative Action objectives. First Dugway commander dies Grounds first commander, died Dec. 27, 1980 at his home at the Dockside Apartments in Charleston, SC. BG Burns was bom Sept. 1, 1902 in Washington, D.C. HE ATTENDED Washington 4 schools and was a member of the Washington High School Cadets. He enlisted in the National Guard and was later commissioned as a second lieutenant in the Corps of Engineers. BG Bums entered the United States Military Academy at West Point in 1922 and graduated in 1926. He served his first eight years in the infantry and in 1932 graduated from the Infantry School. In 1934, hie was transferred to the Chemical Warfare Service and in 1937 received a B.S. in Chemical Engineering from the of Massachusetts Institute Technology. BG Bums conceived of the idea of the Chemical Corps research and development testing base, Dugway Proving Ground. He planned the installation and after its completion he was the commanding officer for three years? During World War II, he was assigned as a Chemical Officer for the sixth Army in the Philippine Islands and participated in the Leyte and Luzon campaigns. After the war he was Chemical Officer for the Sixth Army until it was relieved of its pational duties in Japan and then he served in the same position for the Eighth Army in Japan. In 1947, he returned to the United States and was assigned to the First Army. He served as Chemical Officer, Inspector General and as special assistant to the grandchildren and two grandchildren. He was then placed with the Chemical Corps Training Command, Fort McClellan, AL, one of the three major commands of the Chemical Corps. In July of 1954 he was promoted to brigadier general and in September of that year was. named post commander and commanding general of the Chemical Corps Research and Development Command at the Army Chemical Center, Maryland. He was in charge of the Chemical and Radiological- Laboratories, Medical Laboratories and Engineer- B.G. (Ret.) John R. Rums - ing Center and Dugway Proving Ground, in Utah and Muscle Shoals, AL.
