SHIRLEY RITCHIE is one of two counselors (Ray Evans is the other) who works at the Salt Lake location. According to her, a large percentage of the people counseled have mismanaged their funds. They have it in their hand and they go spend it, she explains. What we do is alleviate that temptation by having them give us their funds sn that we can disperse them to the creditors before they have a chance to spend it. Ritchie continued, We handle people from all walks of life; from low income people who barely have enough to live on to people with high degrees and business accounts. Though CCCS counsels individuals and people connected with business accounts, the majority of their customers are couples. This sometimes presents a problem. BECAUSE of work, it is difficult to get both parties together, she says. So I try to talk to the woman because she is usually the one who handles the money, as far as the budget goes. However, the. women should not shoulder all of the blame. Its a fact that in some areas the man is weaker and in other areas the woman has a weakness, Ritchie says. Ive had men come in here with far too many car expenses while some women spend $400 a month on groceries. So its always a joint effort. Unfortunately, troubles with finances often lead to marital problems says Ritchie. We hear everything, she explains. WHAT THEY tell Ritchie and Evans is that creditors are harrassing and hounding them, and that they dont see any way out. Usually, they have been told by one of their creditors to talk to us, asserts Ritchie, to see if we can help. CCCS has a $12 opening fee and a $10 service charge, both of which can be waverd or lowered to fit the situation of the troubled couple. These prices are then worked into the program so that, as Ritchie says, They dont nave to fork out $22 in one lump sum. After these preliminaries are taken care of, the couple fills out forms on what they figure they spend cm a monthly basis for their needs. This includes everything from rent, food to entertainment. ON THE BACK of the sheet she explains, we have them list all of their creditors. To demonstrate how desperate some of these people are, the counselor said an individual came in a few weeks ago and completed five of these pages. This is, however, an extreme case, Ritchie explained, adding that the normal average number of creditors is between 10 and 15. v Once the forms are brought in, a counseling interview is arranged and a payment schedule is set up. In meetings held with personnel assigned to the offices involved in the CITA study, COL Charles H. Bay, Dugway. Commander, emphasized the study must show that changing to commercial contract is operationally feasible and will be cost effective. COL Bay commented that current government policy prescribes that CITA studies be conducted every five years to determine the feasibility of st .... Bar- CUT A rZTthlr IN ORDER for the couple to pay something to all of their creditors, Ritchie prorates basing her figure on several factors. The interest rate is the biggest influence because if they have even a small balance with 18 carrying over on it, were going to have to pay some of the interest plus the principal or were not gping to get them out of debt. A lot of people, says Ritchie, tell them they know a certain creditor who is willing to take a smaller payment. We simply tell them the truth, she explains. . After prorating, Ritchie says the couple has enough left over from their take home pay for living expenses. In other words, were not going to leave them any slush funds to play with. Weve put them on a tight budget while paying their bills with what is left over. BASICALLY, they give us power of attorney over their funds. After a schedule has been worked out, all that is left for CCCS to do is to distribute the funds to the creditors. Many of them pay us by check; others just come in and pay cash over the counter, in which case we given them a receipt and write it on their ledger to keep track, explained Ritchie. THE TIME schedule for payments is also left in the hands of the customers. Some prefer to pay once a week, others twice a month while still others pay once a month. Some pay on their payday. A lot of them tell us that if they dont get it in here when they first have it, they never will. This isnt surprising, says Ritchie. When you stop and think what the average income.for these people is, and the necessities they have to have, whats left over can be spent very quickly. Frankly, I dont know how some of these people live, she adds. FINANCIAL pressure is a hard thing to handle, says Ritchie. It affects your mental attitude, your health and your outlook on things. You can see it in every case that comes in here. Were not talking about people who are living from payday to payday. Were talking about people who are living from payday to payday but not paying any of their bills, she explains. There are many reasons why couples find themselves in the grip of financial despair. Sometimes, its through no fault of their own. Other times, the couples themselves contribute as much to their misery as any other single factor. IN RITCHIES opinion, the biggest problem facing these people is the simple fact that they dont make enough money. Tied into this, however, is another fact; people have not adjusted their lifestyles to fit the times. And times have changed. People have gotten used to living by one standard, she says, But, with Inflation at 18 and growing, they have not yet changed their attitudes to continued on page 3 |
