Mansfield arrived at Dugways Army Health Clinic at 10:25 a.m. and appeared to be in fair condition and in good spirits. He said he was on a simulated air combat flight operated out of Nellis Air Force Base, near Las Vegas, Nevada at the time of the accident. Anyone knowing of illnesses or deaths should notify hisher representative and not assume that someone else has informed a member of the council. The fund also pays for the distributionof the Weekly Bulletin and the Deseret Sampler in the housing area of English Village. The council reminds everyone that money for the gratuities described above comes from the profits arising form the operation of the vending machines on post. I was surprised when 1 got there that Bob was the negotiator since he was the most recent graduate of the course. Department of Defense Freezes Hiring Civilians will find it more difficult to get a job within DOD because of recently imposed hiring restrictions, according to DOD officials. The President imposed hiring restrictions March 14 in an effort to slow inflation and reduce the 1981 budget. RESTRICTIONS affect all DOD permanent direct hire job vacancies, including local national .positions overseas and transfers of employees between executive branch . agencies. To carry out this program, a hiring formula will be. used. For every two employees lost form one-for-t- wo thin DOD to fill any authorized Dugways 1980 Energy . Suggestion Program Under Way wo agents-munition- . A special 1980 Dug-- , way Energy Conserva- tion Suggestion Program has been established. It is open to all DPG dents, employees, resicon- tractors, and students. It is a one-tim- e suggestion program and not part of the US Army Suggestion Awards Program (i.e., suggestions cannot be entered in both programs). The 1980 Energy Con- servation Suggestion Pro gram will be open for 60 days beginning 1- April 1980 and closing 2 June I960. There will be three cash prizes awarded for the three best suggestions approved for implemen- tation in terms of total BTU saved in year. Sug- - pointed to executive level (GS) positions, and employees shifted from one agency to another because of transfe of functions caused by Presidential reorganizationd or legislative action. To determine which jobs will be filled during this limitation, major command will consider affirmative, action goals and high grade (GS13 and above) ceilings. CAREER intern vacancies may be filled based on the formula depending on organization requirements. The duration ofthe hiring limitation is unknown at this time, according to DOD officials. For more information, contact your s, and critical material; and hiring for. the preservation of human life (patient care). PROGRAMS presently exempt from employment ceilingi and these limitations include summer aides, the program, the federal-junifellowship program, and cer-- . tain persons in the worker-traine- e opportunities program selected from worker-traine- e registers or appointed under the veterans readjustment appointment program. Employees hired before March 1, with firm written commitments from Army Civilian personnel offices, are exempt, along with individuals ap stay-in-scho- -- DOD, activities may hire one employee from outside DOD. Person- nel may still be transferred from wi- property; hiring employees to secure nuclear weapons, chemical ammunition, weapons vacancies without regard to the limitation. According to DOD, no one will be or temporary hired on a part-tim- e basis as a substitute for full-tim-e permanent employment. ATTEMPTS to bypass these guidelines by such methods as temporary duty assignments, changing civilian positions to military, or contracting with private firms or agencies are prohibited. The commercial industrial- type activity program (CITA) is not affected. Some exceptions do exist, for the one-o-ut of --two limita tions. These include hiring employees in emergency situations that involve the safety of human life and protection of one-for-t- e - ... ar . The drama began when Layton Police officers responded to a silent alarm from the Kowley Drug Store on Main St. in Layton at 8:20 p.m April 3. As officers' arrived, two armed men emerged .from the brightly lit store.-Athey spotted the patrol cars they retreated to the inside of the store full-tim- reslaurant-Civilia- murder of a old woman' and Richard Dee Thomas, a parollee from the Utah State Prison who served time for grand theft and larceny, were apparently after drugs.
