The Department of Interior claimed that Congress had intended that “full use” be made of its facilities, yet by the court’s order, the reservoir created by the dam, could operate at a lower level. Today, the reservoir operates at much less than full capacity. Adjustments can readily be made as to flood control, power generation, river regulation, water storage and recreation. Nature now calls the shots. : —= —— —= — —=> E And we have found, we can live without a reservoir in Glen Canyon. In the best of all worlds, the Bureau could decide to physically puncture a hole in the Glen Canyon dam and let the river flow freely through it. If this was done, Rainbow Bridge would be protected. Glen Canyon, a large region of exceedingly beautiful country, now tragically buried, would be restored. Not filling the reservoir would save water that would otherwise be lost to evaporation and seepage It would be a major victory for the integrity of the National Park So Rick...1 didn't expect to be in a Zephyr ad til Oct... What gives? System So there are contributing physical, legal and moral justifications in restoring Glen Canyon. At the present time, Utah is not using all of its “allotted water.” — Much of it is running downstream to users who can use it. We ought to let them have it. In Utah we don’t need to create huge metropolises or huge populations. (California has them.) We don’t need to ruin our great natural areas and our wilderness areas. As a start toward restoration efforts, as stage one, let the government now accept the maximum elevation of 3606 feet as the legal height of the reservoir at the lower boundary of Rainbow Bridge National Monument. We need to reopen the past compacts, agreements and court decisions that divided up the water flow and to look for revision opportunities.. We need to do justice to our Native American neighbors who were cheated out of their just water rights by deception as we were. We need to set the division line between the Upper and Lower Basin at Boulder Dam rather than at Lee’s Ferry There is a growing support for the restoration of Glen Canyon. Successful groups have sprung up in recent years in Utah — the Glen Canyon Group of the Sierra Club, the Glen Canyon Institute, and Living Rivers — all supporting a free-flowing river. I unite with the hundreds of environmental groups that are calling for a Glen Canyon and Rainbow Bridge EIS to evaluate the canyon environment under situations that exist today. I have this dream-vision still. Though my old tracks have disappeared from Glen Canyon, I look forward to new ones. We need to get the jack-hammers ready.
