that draws thousands of drunken revelers but Saturday's paitiers weren’t exactly tapped out: The limit was four kegs per household The keg crackdown for the annual Mifflin Street block party near the University of Wisconsin still gives each apartment between 700 and 800 beers And the block is e lined with houses divided into apartments giving some addresses as many as 16 kegs But police said what sounds like a lot of beer is much less than what has been available in the past Last year some houses had as many SO kegs and were essentially operating unlicensed taverns out of their kitchens and front porches acting Madison Police Assistant Chief Luis Yudice said The Mifflin Street event started 35 years ago and is part of the campus culture that second on put The Princeton Review’s national newspaper in response to the letter said she spent five years trying to get help for her schizophrenic son before he finally did enough to warrant police intervention DneaDttlhi The woman whom The Herald Journal has chosen not to identify for privacy reasons because her son still lives in Logan said he was arrested for battery and ordered by a judge to take medication after punching ha in the face In his letter Nelson Phillips was critical of Bear River Mental Health Services Inc the primary care provider in Cache Valley for what he considered insufficient response to his family’s pleas for help However others say the real problem runs much deeper Carlson cited a lack of fending for mental health treatment due to the stigma attached to neurological diseases wherein society places the blame on the afflicted and expects them to pull themselves up by the bootstraps and recover Scientific studies meanwhile clearly indicate that mental illness is hardwired and results from chemical Department was the first in the state to send officers to Memphis Tenn for a national training program on mental health issues The department now has 15 officers who are capable of responding to mental health emergencies But Vernon said that while statistics indicate there are up to 1 5000 people in Cache Valley who suffer from some form of mental illness there are only five doctors qualified to prescribe appropriate med- ications The result is that mentally ill people often end up floating in and out of jail not gating the treatment they need Vernon said But the training program has allowed police to include suspicion of mental illness on reports ensuring that judges and attorneys are aware of the nature of the problem “That’s where we’re trying to stop — the back and forth the by state and federal statutes Pattinson stressed that it’s not a crime to be mentally ill and his agency’s efforts to intervene are sometimes thwarted by mentally ill people’s civil liberties Utah law concerning hospital commitment of the mentally ill was improved slightly last yea when legislators changed the threshold for intervention from “imminent threat” to “substantial threat” according to Pattinson but some say die change was inconsequential Pattinson said although the numba of commitments hasn’t changed locally since the law was altered there has been a significant increase in the numba of commitments in Salt Lake City “We didn't quite succeed in getting it where we wanted to” he said of the law “It’s very difficult to get these statutes passed” Pattinson said most of the cases
