lists of newly rt employed residents has resulted in increased payments and reduced fraud in Utah cross-mat“The new-hir- e system is the most timely fraud detection tool that we have ever used" said Jim Finch director of the Utah Unemployment Insurance program State officials estimate the program saved Utah's unemployment benefit trust fund $113000 in the seven months ending last January Savings of hundreds of thousands of dollars annually are expected primarily as a result of quicker discovery of overpayments spokesman Curt Stewart said Monday child-suppo- “The e h system is the most timeiy fraud detection tool that we have ever used" child-suppo- public-assistan- ch f and collec port records to locate deadbeat parents delinquent payments The Hatahw also is used to detect fraudulent oj erroneous payment of public assistance or unem ployment insurance Between June and January the program identified 173 people who fraudulently received $148939 in unemployment benefits while working according to Stewart That average overpayment of $861 is 43 petceni lower than the $1513 average excess payment dis covered by other means such as through tips ant general employment records State officials rarely prosecute unemploymem fraud — usually just when significant overpayments are involved Stewart said rt delinquent payments was repotted for the first nine months of the program through last October according to the Utah Office of Recovery Services Gov Mike Leavitt in a memo explaining to employers the requirement that they report new hires within 20 days called the program “a powerful tool designed to improve the lives of Utah children and to prevent public assistance fraud” The “new hire registry” was the result of legislation approved by Congress and signed by President Clinton in 1996 It mandated that states collect information from employers on newly hired workers Maintained as a confidential database the employment registry is matched against child-su- p new-hir- seamstress She was loving and dedicated to her family always remembering birthdays and telling wonderful stories She will be missed by many including her sons Devon (Rosa) Chatterton Brea Calif and Alan Chatterton Torrey Utah five grandchildren and eight many special nieces and nephews There will be a graveside dedication at 3 pm on Wednesday March 31 at the Preston Cemetery A visitation will be foremost genealogy researchers in the area After Melvin died in 1959 she sold the family business and retired to Logan She married Clifford Jeneen In 1975 and enjoyed the love of his family until 1996 when she moved to a retirement community In Anacortes Wash to be near her son Wayne and her grandchildren She was preceded In death by husband Melvin Everton son Gerald Everton husband Clifford Jensen two brothers and three sisters She Is survived by son Wayne Everton of LaConner Wash grandsons Mitch Everton of Anacortes Wash and Mark Everton of Lafayette Calif stepson Miles Jensen of Logan stepdaughters Genial BeH of St George LaWan-n-a Kirby and Myma Humphreys of Logan and a brother Perry Larsen of Salt Lake City along with their warm and caring spouses She also left seven and nieces week earlier She was born In Dayton Idaho Sept 29 1908 the third of seven children of Paul and Caroline Larsen and lived in Twin Falls Idaho and Logan Utah most of her adult life She married Melvin Everton in 1926 They lived in Logan for a few years and then mewed to Rigby Idaho where they opened a mattress factory They subsequently operated mattress factories in Idaho Falls and Twin Falls and a mink ranch in Perry Lester Charles Jepsen 82 our father loving returned to the waiting arms of his sweet wife Loa and our Eternal Father on Tuesday March 30 1999 Lester peacefully passed away In his
