bonding but a House committee amended the measure to take the bonding out The bill — rewritten five times before gathering enough support in the Senate to pass 23-- 6 Monday — calls for $965 million for flood control projects and another $35 million for upstream reservoir development to capture mountain runoff before it drains into the Great Salt Lake Besides the $75 million to come from the sale of state bonds the bill would require a $565 million appropriation out of existing state funds to complete the long-debat- ed package House was to use the $68 million aerated by a half-cesales tax hike posed in 1983 for flood control and cut S Other But the House Agriculture Committee bonding provisions The House version would use existing revenues and surplus money from the fiscal 1985 budget to pay about $110 million in flood control projects recommended this year Speaker Robert Garff said the majority of repre- House sentatives oppose selling bonds a financing method they view as deficit spending He said the prevailing view in the Norm Bangerter’s proposed $26 billion spending plan to balance the fiseall986 budget The work approved by the Senate consists of $507 million for diking along the south shores of the Great Salt Lake $32 million for a project to pump Great Salt Lake water into the western Utah desert $123 million for dredging the Jordan River and $15 million for diking along the Salt Lake City International Airport Another $20 million will be used for the pumping project out of next year's budget according to the Senate proposal sponsored by Sen Fred Finlinson
