industrial rev enue bonds Stop by our offices and inquire today That's just what two developers did Thursday stopping by the Logan Municipal Council meeting and coming away with $12 million in industrial revenue bonds Valerie Bunn representing Gary Leishman and Cache Enterprises received authorisation for $500000 in brads for a commercial building at 710 South Main and Scott Theurer representing Tony Wegner and CHW Partnership received approval of $700000 in bonds for two developments in Logan Theurer told the council that while he would rather not have to rush to industrial revenue bonds two bills pending before the US Congress could halt issuance of those bonds later this month Essentially developers use the city’s name to obtain IRBs which offer substantially lower interest rates than commercial financing Theurer said one bill before Congress would void all IRBs issued after Jan 1 1984 while another MU would void any IRBs issued after the bill's passage Theurer said $250000 of the money from his firm's IRBs wUl go to develop sn industrial park in the vicinity of 8th West and 18th North while the remainder will be used for purchase and renovation of the Logan Library property at the corner of 1st East and 1st North Councilman Loye Martindale voted against granting the request saying low-inter- est Those ordinances would establish two new classes of liquor licenses in the city a class 1 and class 2 consumption license each costing $300 a year Both would be available only to restaurants As presently recommended class 1 licenses would allow customers to bring alcohol into a restaurant and would be limited (like city class C beer licenses) to one for each 5000 people Class 2 licenses would allow restaurants to obtain state liquor licenses and sell mini- he felt it is tacit approval of the Ubrary’s sale to CHW But said Theurer granting the request does not preclude his company’s being outbid by other concerns with other financing Cache Enterprises said Bunn will use funds from its IRBs to build a 5800 square foot office building at 710 South Main Councilwoman Anne Skanchy voted against that request saying too many uses are being “scrunched in" to too little space Discussion of amendments to alco- bottles holic beverage ordinances and manufactured housing guidelines occupied much of the meeting Amendments to the city’s guidelines for manufactured housing in subdivisions brought developer Ralph Walker to the meeting Walker said while he did not disagree with most of the proposed revisions he is opposed to a requirement that manufactured homes in subdivisions With Councilmen Norm Wahlstrom and Martindale voting in opposition the council voted to consider amendments to the city’s alcohol ordinances at its April 19 meeting have a concrete skirting around the home’s perimeter Walker owner of a subdivision for manufactured homes south of Logan said the homes are already set on a solid foundation and that the outer concrete skirting adds nothing but cost to a home The skirting would also make it difficult to perform maintenance underneath a home he said Following a lengthy discussion the council tabled action on the amendments until it has discussed the issue further with Walker In other business the council granted Dennis B Udy’s request for a rezone of 3 acres at 790 East 14th North from Three Cache County juveniles face felony theft charges after d leading police on a chase through Wellsville Canyon and Brigham City that reportedly reached speeds of 100 miles an hour high-spee- Utah-ldah- o The youths were driving a two-da- y Camaro alleged stolen out of Preston according to a Cache County Sheriff's report In the car officers found a pistol taken from a truck stolen out of Logan The truck was later found abandoned As a result the three male teenagers each face charges in Cache County on two counts of third degree felony theft and one count each of class B misdemeanor theft Box Elder County authorities are waiting for a Brigham City police report of the incident before considering charges a spokesman for the county attorney's office said this morning The chase began Wednesday night at 8:33 according to the Cache Sheriff’s report released this morning The girlfriend of the Camaro’s owner alerted officers after she recognized the car in Logan A sheriff's deputy spotted the car in the Dry Lake area of the canyon followed and radioed the Box Elder County Sheriffs Office to set up a road block in the “tubing hill" area the report said The juveniles went around the road block and increased their speed to 80 miles an hour through the canyon the report said The vehicle eluded two more roadblocks reaching a speed of 100 miles an hour at one point before racing through Brigham City at 75 miles an hour according to the report The Utah Highway Patrol the Box Elder County Sheriffs Office the Brigham City Police Department and the Cache deputy were all in
