president has a skewered view of the situation “I believe he has qualms of conscience" O’Neill told reporters “He is responsible for the deaths of the Marines over there He is trying to find a scapegoat It is his (UPI) — A former US Army intelligence operative in financial trouble is being held without bond for allegedly selling information to the Soviets about a US double agent working to identify Russian spies Richard Craig Smith 40 of Bellevue Wash a former Army sergeant responsible for the Army’s double agent operations targeting the Soviet Union surrendered Wednesday to the FBI to face espionage charges Smith was arrested as hie stepped off a plane at Dulles International Airport in suburban Virginia He was ordered held without bond pending a preliminary hearing WASHINGTON responsibility’’ Byrd said that Reagan is “trying to make Congress the scapegoat of his failed foreign policy" which he said “can’t stand the scrutiny and examination" of Congress Byrd also said that officer or alternate case officer for Royal Miter The FBI said Smith met with the double agent and “had access to and knowledge of classified information concerning the Lebanon The president was asked at his news conference if he blamed himself or Congress for the Lebanon situation “They must take a responsibility" Reagan said “When you’re engaged in this kind of a diplomatic attempt and you have forces there and there is an effort made to oust them a debate as public as was conducted here raging with the Congress demanding ‘oh bring our men home take them away’ All this can do is stimulate the terrorists 99 Reagan also cited Central America Vietnam and Korea as areas where American presidential power was hamstrung by restrictions Congress imposed He said limitations on the president's
