Foundation- Foundation March of Dimes Rubella Birth Defects Evaluation Project One of this nations nation's worst German Gennan measles epidemics struck with devastating effect effect effect ef ef- ef- ef several years ago and today we are experiencing aftereffects that might be equally disastrous Our study of children to determine their medical problems problems problems lems also brought to light their term long-term non-medical non needs The study was financed byThe byThe by byThe The National Foundation- Foundation March arch of Dimes in cooperation cooperation tion bon with New York University University University sity Medical Center at Bellevue Bellevue Bellevue Bel Bel- Hospi Hospital tal Most of these children were born with one or more defects involving either sight hearing heart or brain caused when their mothers contracted German German German Ger Ger- man measles rubella while pregnant during the 65 1964 epidemic of that disease We soon found that these children needed an umbrella of care to provide physical emotional and educational help brought into focus at atthe the same time and under the same roof A hospital setting offers I the best facility and experts to conduct such a program for very small children In collaboration collaboration collaboration col col- col- col with the Board of Education of the City of New NewYork NewYork NewYork York a pilot preschool program program program pro pro- gram was started at Bellevue Hospital in October 1967 Three teachers were assigned as faculty by the New York City School System and additional additional ad additional staff were provided by the Rubella Birth Defects Evaluation Project and the New York City Department of H Hospitals and Health New ways of learning are being tried by the team of tea teachers hers and new avenues of hope are being explored One Une teacher each was selected from the fields of special education for the deaf the blind and the brain brai injured The teachers then selected 17 year three-year-olds from nearly 60 in the study group who were receiving no educational service because of the complexity complexity com com- of their handicaps All P the children had some degree of brain damage and hearing loss Half had congenital heart disease arid and half had visual problems Some have had heart surgery others have needed eye operations All have had many illnesses some with frequent ent hospitalization At the Bellevue School e each ch teacher works r ra child on an ml in- in m- m 4 first with l t f i i. y y v I F w 64 ri V Dr Louis Cooper examines one twin sister left born with hearing and other defects because her mother had German measles while pregnant Second sister was apparently not affected basis The development development development develop develop- ment of play skills self-care self watching and listening are all important Although the children children children chil chil- dren have multiple physical impairments deafness or hearing hearing hearing hear hear- ing impairment come in for particular attention Great emphasis emphasis emphasis em em- is is placed on teaching the child to recognize and identify sounds A music therapist has been provided by the Musicians Emergency Fund Teachers and the children play typical kindergarten percussion in in- Although the children children children chil chil- dren may not hear the sounds as we do they are extremely responsive to music Teachers help the children know the instruments instruments instruments in in- learn their names by ay touch and by sight and listen listen lis us ten to and feel the vibrations of the different sounds How far the children will progress is not known However However However How How- ever each child will be given an opportunity to learn up to his full potential Speech will come for some when they put all the training and constant drilling together Other children children children chil chil- dren may never speak There is a great deal we can still learn from this modest exploration exploration ex ex- of the education of P the handicapped but one sign of progress is the acceptance of four children from the group by other special schools for classes that began in Septem Septem- ber In their turn other children children children chil chil- list dren now on our waiting will be able to receive training at the hospital school It is hoped that the program developed at Bellevue will work and can be copied throughout the country to meet the urgent and widespread widespread widespread wide wide- spread need to help these children The National Foundation- Foundation Mar March h of Dimes has estimated that as a result of the 65 1964 rubella epidemic about American babies would be born defective Present indications indications indications indica indica- are that these figures are low We have reason to believe that the children served by our project represent only quarter one-quarter of those in Metropolitan Metropolitan Metropolitan Metro Metro- politan New York City who were victims of that one epi epi- demic All these children now are reaching traditional school age They will easily overwhelm the nations nation's schools for the singly handicapped deaf blind or brain injured Unfortunately Unfortunate Unfortunate- ly there are only a few special schools that can teach multi- multi handicapped children and even fewer who accept these children children children chil chil- dren at the proper age which is as soon as the handicaps are recognized Progress toward development development development develop develop- ment of rubella vaccine to prevent prevent prevent pre pre- vent the tragedy of rubella in in pregnancy has been very rap rap- id Nevertheless it will be of no help to the thousands of handicapped handicapped handicapped handi handi- capped children born during the past several years If we can learn to educate these children children children chil chil- dren properly the lessons learned will be of great benefit to all handicapped c children dren PRICES PRICE'S MERC Second South and aad Fourth East Manti Mand Phone Pe SPECIALS FOR JAN 16 17 AND 18 MARGARINE NuMar 3 3 Lbs
