It is ironic that although the Post Office Department long has been eager to pull itself out of the red, a considerable portion of the lost a deficit has been due to ourt1 post 'the only mail required by law to class pay its own way. Since 1926 the reported losses on this class of mail have amounted to $1.2 billion $890 million in the last nine fiscal years alone. For just one year the interest on this sum amounts to more than $30 million. And. although Congressional action re- sulted in parcel post rate increases that went into effect in October 1953, the taxpayer still bears the load of hidden costs expenditures for services and facilities provided to the Post Office De- other government Sartment bywhich do not appear in Post Office accounts. Just how big have these hidden costs been? For fourth class mail they were $200 million for 1947-195- 1, and with the reported deficit the total taxpayer outlay came to $720 million for that five year period before Congress com- pleted its investigations. For every dollar shippers spent on parcel post during that period al- most 42c had to be added by the taxpayer to make up the difference between what the shipper paid and what it cost the government to provide the service. Even at present rates the taxpayer has to each dollar spent to add by shippers that means that the taxpayer is subsidizing the shipment of commercial merchandise. If all costs properly attributable to fourth class mail were included in post office reports, rates could be adjusted accordingly, and taxpayers would be able to see their annual assessments reduced in just this one instance by more 7c than $43 million. |
