Bruges Plans for Fete To Rival Passion Play BRUGES, BELGIUM. A medieval pageant commemorating a famous religious relic, several drops of blood of Christ, will be held in this old Flemish town. The pageant, in which 2,000 performers will take part, will be staged in the Cathedral square and is planned to rival the Passion plan of Oberammergau. The facade of the cathedral with its belfry will be used as a backdrop. The chorus and orchestra, a thousand strong, will be directed by the composer, Arthur Meulemans. Theban trumpets sounded from the top of the belfry will herald the opening of the pageant, as the facade is flooded with light and angels in cloth of gold appear at the windows, balconies and embrasures. The first scene ends with Joseph of Arimathea collecting the acred blood in a vessel. The second scene, one of medieval splendor, will show Thierry dAlsace bringing the relic to Bruges' on his return from the Second Crusade in 1150. The third and final scene will recall the profound veneration of the people of Bruges for the relic, which is preserved in a gold and silver vessel encrusted with precious stones. This finale will represent, on a magnificent scale, the procession in medieval costumes that every year commemorates the bringing of the relic to Bruges. Atop the Camden county courthouse is an ultramodern "skyscraper" jail used principally for untried prisoners and others unable to furnish bail. Warden George Roundey has saved the county about $10,000 through his system of dual menus. Although no inmate is required to work, those who do are given more palatable meals. Roundey is an advocate of an "installment plan for paying fines. "Take the case of a man who is fined $25 or $50 for something that perhaps could not be made out as case of negligence," he a clear-cu- t said. "Why send him to jail in disgrace when, under a more moderate law, he could pay his fine at the rate of $1 a week, just as he does when he makes a purchase. It seems a shame that one man with plenty of money can pay his fine and go, while the poor man has to stay in jail until the law considers him purged of his offense.
