The two were to continue arms limitation negotiations at the site of the World War II Big Three meeting. Before flying to the Crimea, Nixon and Brezhnev signed a ten-yeagreement intended to further economic transactions between the two ar superpowers. It is believed that Mr. Nixon has been pushing for increased cultural interaction while Mr. Brezhnev is striving for an agreement on European security. The primary obstacle to such an agreement is Western insistence on more freedom of movement between east and west. Meanwhile, Secretary of State Henry Kissinger and Soviet Foreign Minister Andrei Gromyko have been laboring on an agreement which would limit the scope of underground nuclear testing. Concerning the development of multiple warheads, it is generally supposed that the arms talks would only result in a declaration urging arms negotiators at Geneva to devote their attention to the halting of the spread of such weapons. Rumors contend that the military has taken some cabinet members into custody but such allegations have been denied by the government. LEBANON Palestinian terrorist attack on the Israeli city of Nahariyya was answered on Tuesday, June 25thby an Israeli shelling of the southern Lebanese town of Jouaya. The attack on a Nahariyya apartment house resulted in the death of four Israelis and the wounding of eight others. The guerillas who the act were killed by Israeli Army gunfire.
