Following the Japanese attack on Pearl Harbor in 1942. the United States Chemical Warfare Service recognized the need for an additional large-scal- e testing area, and sent a group of personnel to the Western United States to find a suitable location. In January of 1912, Major John R. Bums, who was later to retire as a brigadier general, made the announcement that a site in western Utah had lieen selected. The Region which became Dugway Proving Ground was selected and MAJ Bums was designated the installation's first commander when it was activated March 1, 1942. Initial construction was began March 5 of that year. A limited scale testing program was under way by the summer of 1942. A CCC camp built in die thirties at nearby Simpson Springs was used as the initial base of operations for the construction personnel because of the availability of water. The building site was known at that time as Government Hill. Today it is known as Ditto Technical Center. It was at Dugway that incendiary bombs, used with great success by die Air Force against enemy cities and production centers, were first dropped experimentally on simulated German and Japanese type buildings in the middle of the desert. Die flamethrowers and fuel thickeners used in the Pacific Theater were also tested at Dugway, as were toxic chemical munitions and protective equipment that could have been effectively used in either Theater of Operations. The highlight of Dugway 's test program however, was the development of die 4.2 inch chemical mortar which was used with great success in all theaters of die war. During World War II, Dugway Proving Ground was an independent organization. In 1947, the Proving Ground was combined with a small chemical depot (Deseret Chemical) and die combined organization was temporarily named the Western Chemical Center, and was placed on a standby status until the Outbreak of hostilities in Korea. In July 1950, it was redesignated as Dugway Proving Ground and placed on an active status as a Class II Installation. All operations were resumed in the World War II facilities; Plans were drawn up for a new administrative and residential area, now known as English Village. In June 1952, operations began to move into the new area and residents started moving into the housing area in December 1952. Since 1953, Dugway Proving Ground has grown in size and increased in the scope of its acitivity. The responsibility for meteorological research spde v elopment wait assigned to "Dugway in 1953. The1' ArmyVBiofogical Warfare Facifities were also added soon after. In addition, the Marine Corps, die Navy and the Air Force, together with several academic and private enterprise research groups, maintain active liason with Dugway in the conduct of field trials and evaluations. In October of 1958. the U.S. Army (CBR) Weapons Orientation Course transferred to Dugway and remained here until its deactivation in January 1970. In 1962, under die Presidents Army Reorganization Plan, Dugway was released from its assignment to the Chemical Corps Research & Development Command and assigned to die United States Army Test & Evaluation Command with headquarters at Aberdeen Proving Ground, Maryland. Following die Armys reorganization, and dip abolishment of die technical services in 1962, the Center reported directly to DDR&E-JCDepartment of Defense. With the activation of the US Army Materiel Command, which became operational on August 1, 1962, project DESERET was assigned as a special project, reporting directly to the AMC Commanding Gendral. Deseret Test Center, Fort Douglas, Utah, with major test facilities at its Class II installation, DPG, was created on July 1, 1968. This was a result of the merger of the two existing activities, Deseret Test Center and Dugway Proving Ground. On July 1, 1973, the Deseret Test Center, a joint services activity was disestablished and all elements were consolidated at Dugway, Utah, under the designation of Dugway Proving (hound. The Dugway installation lies in Tooele County and com-- .. prises a tract of land approximately 52 miles east to west and 36 miles north to south. The installation is situated at the southeast corner of the Great Salt Lake Desert and extends to parts of Dugway and Skull Valleys. The greater portion of die reservation is located in Dugway Valley. The administration and quarters areas (English Village) are located in Skull Valley. Most of the area is more or less level, with a few widely scattered san dunes surrounded by the Stansbury Range on the east and die Dugway Range on the south. Deep Creek Range and Dutch Mountain are on the west. The Cedar Mountain Range extending from English Village northwesterly, forms die " northeast boundary of the installation. Little Granite Mountain, Camel Back Ridge, Wig Mountain and Granite Mountain divide die installation into minor areas. The entire area was at one time covered by the waters of die ancient Lake Bonneville. Only the present peaks extended out of die water. The name Dugway was taken from the Dugway Mountains, die range west of the installation. Originally, the mountains were so named when mormon prairie schooners and covered wagons were used to transport personal effects The absence of roads and mountain passes forced the pioneers to use ingenious methods to traverse die rugged slopes. . The term Dugway denoted a serpentine trench dug just wide enough to serve as a hirrow for the wheels on one side of die wagon. Oxen hitched at an angle to the wagon held die wagon in die ruts while they lumbered over the rugged tenain. . cross-countr- " Would you like to know how Cod takes our personality and temperament and makes it great?
