And the members of Dugways Federal Womens Program Committee were patting each others backs for their propitious sense of timing. WITH TENNIS RACKETS embellishing the stage at the Post Theater, Dugway Proving Ground Commander Colonel Robert A. Shade threw out the first tennis ball to Kitsey Keetch, DPG Federal Womens Coordinator, to officially open the Federal Womens Week Symposium. The Sept. 21 symposium was the finale to a weeks activities designed to give Dugway employees and residents a better understanding of the problems women encounter and their possible solutions. The Federal Womens Week (FWW) was the first of its type to be conducted in Utah. Barbara Szabo, Federal Womens Program Coordinator for the Test and Evaluation Command (TECOM), presented Col. Shade a letter from TECOM Commander Major General Charles P. Brown which noted that Dugways FFW was also the first within his command. APPROXIMATELY 175 individuals attended the final day symposium, according to Kitsey Keetch. Additionally, 283 people viewed films and attended discussion periods throughout the week. A slate of distinguished women speakers devoted the day reiterating the recurring theme that women seek the opportunity of choice in their lives. As Dr. Romona Adams, Dean of Student Affairs at the University of Utah, expressed the gpal, The choice for women to lie in the home, or in the work force, or wherever she wants to be. Speaking on The Importance of a Premise," Dr. Adams pointed out the two basic and conflicting premises upon which women base their lives. The first premise assumes that the very nature of sexual difference (often ascribed to a supernatural power) has dictated specific roles for the male and female. Ones function is assigned by sex. TIIE OTHER PREMISE contends that everyone has the right to develop a life style according to his or her abilities and interests. There are no predestined roles for men or women. Noting that she was not advocating either premise. Dr. Adams stressed the need to choose either premise and act upon it. People who have not found their basic premise," she explained, act aimlessly." Expounding upon the stereotyped depictions of women in literature, philosophy and religion, Frances Williams, the Federal Womens Program Coordinator at White Sands Missile Range, declared, The voice of the turtle has finally found its larynx." Words and phrases such as emotional, sweet, understanding, sympathetic, cant handle authority are still attributed to women, Williams noted. Hie Department iff the Army (DA) Federal Womens Program Coordinator, Holly Hemphill, discussed a recent independent study teams findings on DA employment practices. Hie study team found no differences between male and female employees in motivation, initiative, job performance, or knowledge of Army policies and personnel system. The team did find discriminatory attitudes, however. Twice as many male as female employees felt that men were more aggressive, exercised greater logic, had more ambition, dedication and decision-makin- g power and were less frequently absent from the job. BUSINESS AS USUAL would not solve DAs employment problem the study team declared. Among their recommendations were an active Army recruiting campaign for promotable women, increased use of e jobs, lateral movement of women into areas affording greater progression possibilities and an overhaul iff the Armys trainthe ing program. In the Army, Hemphill concluded, womans place is in full partnership with her male counterpart. Final guest speaker of the day was Shauna Adix, director iff the Womens Resource Center at the University iff Utah. In summarizing the symposiums goals, Adix We are talking about overturning centuries of observed, discrimination. Our adherence to these traditional stereotyped roles prevents everyone from achieving men as wellas women the greatest possible fulfillment in their lives, die stressed. Mrs. Westwood described how each generation tends to look at the rights of women in the light of the rights that they gained, and to look at those who want further rights as extremists. Instead, she said, each generation has pioneered the way for those rights the next generation takes for granted. Fundamentally, she said, the straggle is not to say that all women must be alike or fulfill the same kind of role, but that all people including women must have the right to full protection of law, to full participation in the political decisions which make those laws and to foil development of their potentials as human beings.
