Promotions to captain have lieen suspended as a result of budgetary constraints, a reduction in the numlier of requirements for the rank, high retention rates, and the curtailment of promotions to major, thus pre- have been suspended because the reduction in strength authorization is greater than normal rank of captain (thus fixing the manpower level already designated). HOWEVER, officers entering on active duty in the Judge Advocate General Corps, certain memlers of the Medical Service E-- 6 attrition.
