The new policy is in effect as an extension of the Qualitative Management Program. Officials Explain Price Of Courthouse Proposal What's it going to cost me? This question is liuing asked concerning the proposal for a new county courthouse and is perhaps one of the most important questions in the minds of Tooele County voters. ON NOVEMBER 2, voters will decide on a proposed $975,-(Xlxmd issue that will lie used to finance the combined new courthouse and public safety complex. Of course the burden will be liome by property owners of the county. But just how much of a burden is it going to lie? Norval Treasurer, County Adams, said today that approval of the proposal would only add from $9 to $12 per year to the total tax load of the average home owner. County Coininissiun-er- , George Ruzianis, and County Wendell Andertpn Assessor, agree. THIS IS only an estimate however since the actual tax will be dependent upon the cost of borrowing the money (interest on the lMmds to lie sold.) There are other factors too, which will affect the cost of the Imilding. For example county officials have requested $60,(XX) in omnibus crime fund money which the state of Utah now holds as surplus. If authorized this money will be used in the construction of the public safety wing. This part of the courthouse complex will house a combined jail and interrogation rooms plus offices for city police, sheriff and highway patrol personnel. Commissioner Buzianis said that it is not yet certain how much money will bi available through Federal Grants but points out that there will definitely lie some funds olitained from the State Public Health Department. We would like to build a court-- , house which would serve the county for 75 years or more," Commissioner Buzianis said, But we will adjust the size of the building to the money we have available." ALSO HELPING to meet the cost of the new building will lie office rentals received from the State Welfare Department, the Utah Stale University Extension Service and the Utah Highway Patrol. city-count- y - The Department of the Army has announced a second early release policy within the past two weeks. The latest authorizes an Army-wid- e early release program to lie conducted in conjunction with the holiday period. Under this program all nonWarregular Officers, rant Officers and all enlisted personnel whose ETS (enlisted) or release date (officer) or adjusted ETS or release date based on earlier release programs currently in effect is between December 18, 1971 and January 2, 1972, inclusive, will be separated or released for the convenience of the government during the period Decemlier 8 - 17, 1971 or as soon as practicable. REGULAR enlisted Army personnel who will receive a y early out under the policy put into effect only last week will lie eligible for the program as well. However, combination of die Christmas early release program with other early release programs cannot exceed 179 days. Several categories of person- non-regul- ar week. THE COMMANDER mavelcct to withhold promotion and, as well, forego separation of those whom he suspects individuals are deliberately attempting to use the provisions of this policy as a means of avoiding service. However, in so doing he must advise such personnel that they are demonstrating traits that, if continued, could lead to board action for separation as unfit or unsuitable. The recommendation for discharge under this policy by the commander, must contain his determination of the character of discharge to lie awarded. Nor mally an 'honorable discharge will lie awarded unless character of service clearly substantiates a general discharge. The request for separation will lie accompanied by a statement by the commander indicating the actions taken, counselling and advice given to the soldier beforehand of those conditions which are jeopardizing promotion advancement, arid a statement from counselling and prior understanding of the impact of failure to demonstrate the standards of conduct and ability required. INDIVIDUALS separated under the provisions of this policy will be denied enlistment or reenlistment privileges with a waiver provision.
