In the beginning of the body of each Proposition we have set forth the Ballot Title of the Proposition as it will appear on the General Election Ballot on November 5, 1968. Because of the very serious nature of these Propositions which your State Legislature has caused to be placed before you , I urge that each of you study the text of the Propositions in full.
