Malone 3370 North 53rd Street Milwaukee 16, Wisconsin Dear Mr. Malone: Thank you for sending me a copy of Congressman Algers proposal for various economic changes, particularly abolition of the personal income tax. It seems to me that the graduated income tax is the fairest and best means of obtaining the necessary revenue for operation of the government. There is simply no way to meet the necessary public expenditures other than taxation, and taxation inevitably must fall upon the individual citizen, either directly or indirectly. It is always helpful to me to have your views and opinions, and I hope you will write whenever I can be of service. Sincerely, William Proxmire - U.SJS. t (D-Wisc- .) J. The answer to What is a Conservative lies in part to the definition of the present day, Liberal. BRACKEN LEE Part so-call- 1 Senator Proxmires statement that the graduated income tax is the fairest and best means of obtaining ..the necessary , revenue for operation of the government is another example of repeating the same argument put forth by those who would destroy our form of . government People who use this argument have no concept of the rights guaranteed to the people by our Constitution and the Bill of Rights. Simply because Senator Proxmire makes this statement does not make it so. A closer lode at the operation of the income tax act should convince any honest American that it is the most unfair tax known to man. Not only is it unfair in every sense of the- word, but it has made the government the master of the people in a nation that was founded upon the belief that our government was the servant of the people. . - Is a tax fair that obtains 80 of the government income from the working people who make $6,000.00 per year and under? When the first 'TVA dam was built at Muscle Shoals, the public (and most congressmen) assumed that electrical power developed would be there, as a sold to private industry for distribution. by-produ- ct, Club But TVA planners intended TVA to become a government business. They used the yardstick argument, saying that private power companies were greedy monopolies, grinding the faces of the poor and overcharging on electrical rates; government ought to set up .one power business of its own, to have some means of measuring the true cost of producing electrical power. The government yardstick became a club. Ever since the first hydroelectric dam was built in the Tennessee Valley, the government (Continued on Page 2 Col. 3) . nt: , Dont lose heart!
