(627-58- ) by Henry Aldous Dixon By a vote of more than 3 to 1 the House passed the extension of five years. It was scored as a big victory for the Presidents legislative program. Many of us, particularly from the West, were caught in a vice on this vote. Recognizing that lowered artifical trade barriers are on .the whole beneficial to the American economy, we were, on the other hand, aware of the visiting upon our mining industry. While there ar several hundreds of unemployed Utah miners due to importation of cheaply produced foreign metals, it is also true that there are other thousands of Utahons who hold their jobs because of the goods we ship to foreign nations. - ' floor price stockpiling and under domestic copper which will greatly aid employment in our Utah Kennecott mine. I had several conferences with him and his staff this week as well as with the Department of Commerce officials trying to work out an improved program for lead-ziand I have been assured that we shall have some good news to report soon for these strategic metals that mean so much to nc Utah. Railroads Need Aid The Senate acted this week on a bill resigned to releive the nations railroads from some of the distressing shackles under which they operate. In the past week I have received 3700 letters urging my support for this measure. The thing that has pleased me regarding this great outpouring of mail is that the overwhelming majority of it is from railroad warkers who by supporting this bill have indicated their willingness to work with their employers in trying to save a vital industry from ruin. Our state exports more than $11 million in copper, coal and grains to Japan per year. Utah is also a heavy exporter of machinery manufactured within the State, steel products and important farm products- - in addition to grain. Applying the principle of the greatest good) for the greatest number, it was necessary for me to support on the final vote, the trade agreements extension although I had supported an earlier amendment that would have given Congress more authority in the matter than it now has. The amendment failed and so the bill goes intact now to the Seriate side for action. I am not without great hope, though, that something can be done before this session is out to rejuvenate our western mines. Interior Secretary Fred Seaton Tuesday proposed a straegic The bill as it passed the Senate relaxes restrictions which prevent the railroads from discontinuing unprofitable services. It enables railroads to compete with intrastate rates and provide an emergency loan fund reserve. Eastern railroads must now borrow to meet payrolls. New Wildelife Preserves in Utah of privately owned 18,000 acres of State land, and and Federal land would be included. This will all be decided Wednesday when the Migratory Bird Conservation Commission meets in the office of the Secretary of Interior. The refuge will improve the feeding and nesting population for geese, ducks and the greater sandhill crane. This is the only known nesting area for the sandhill crane in Utah. The two private owners have already agreed to the sale and the Utah legislature has passed enabling legislation. The land is mostly marsh and sagebrush. The Migratory Bird Conservation Commission consists of Secretaries Seaton of Iterior, Benson of Agriculture and Weeks of Commerce; Senators Bricker and Hennings; and- Congressmen Car-so- n and Gavin.
