You might find that a good bank can also be a good friend. Rfastt (ShflEt When I was in the Army in Vietnam, I was assigned to work in the Civic Action Program. We had many names for it, ranging from Rural Reconstruction to Pacification Program. But it was always the same program; every time it failed we simply renamed it and did the same thing over again. The Pentagon announcement this week of its intention to close Fort Douglas (retaining, however, the Reserve Forces) has a similar ring about it. Anyone who really knows the primary mission of Fort Douglas will recognize that most of its square footage is presently occupied by Reserve tenants and there are a few other activities which exist in support of Reserve Forces at the post. So to announce that the Army is going to close Fort Douglas - but leave all the Reserve Forces and their support elements - is really a dumb annouce-men- t. Representative Dan Marriott noted a few jobs would be cut back from the Fort Douglas payroll, thus saving the taxpayers approximately $200,000 annually. A savings of $200,000 in a trillion dollar budget with a $60 billion deficit seems to me an empty gesture. If the Pentagon is going to leave the Reserve Forces and their maintenance activities at Fort Douglas, then, indeed, what is closed? Do the wizards in the Pentagon expect to empty all the military housing at the base? If so, what will become of those fine residences, built years ago, that have now become an integral part of this national historic landmark? Does the federal government intend to begin paying quarters allowance to all 67 military families who now reside at Fort Douglas? It seems silly to force them out into the housing market so that the taxpayers can pay them a quarters allowance when perfectly good quarters already exist. A larger question is what will become of those activities which are presently housed at Fort Douglas - the headquarters of Army and Air Force recruiting, for instance? Will the taxpayer foot the bill for them to rent office quarters in downtown Salt Lake when perfectly good office space is available at Fort Douglas? If not, and if they remain at Fort Douglas, then has the post really closed? Frankly, the Pentagon has not thought this matter through very carefully. Fort Douglas is a 1 national historic landmark that houses activities which collectively have a budget of between $16 and $20 million annually. These activities employ hundreds of men and women and are vital in support of the Reserve program. No thought was given to eliminating the functions provided by Fort Douglas, only to relocating them from the post. That seems to make no sense at all since if the functions are valid, then they could be better performed at Fort Douglas where the military already enjoys lower overhead costs because of its investment there. I guess the Carter administration feels it necessary to soothe the eastern liberals by making it appear it is indeed interested in saving money in the defense budget. Like the water project hit list, the Pentagon has now devised a base hit list which appears to be more in response to political pressures on the President than to providing the nation with a sensible defense budget. There may be some wisdom in realigning Dugway with Tooele Army Depot. But I see little wisdom in closing Fort Douglas, particularly since it is apparent the move is not a closure, only a of activities I there. For think you will see renaming on the day Fort Douglas is closed, and in the twinkling of an eye, no change take place. And everybody will be happy since the Carter administration can claim it closed the post, while those who need to use its services can continue operating there as if nothing at all happened.
