Dr. Wells holds a Ph.D. in economics from the Massachusetts Institute of Technology and several business He has been a degrees. member of the Energy Finance Advisory Committee of the Federal Energy Administration and has appeared in rate cases in several other states. According to Lambert, Wells will probably advocate (as indicated by his testimony in a recent New Mexico rate case) a flat rate per unit of energy for every user plus a smaller minimum charge than Mountain Fuel is proposing. Mountain Fuel is also proposing a fairly flat rate structure (meaning little difference in unit cost among customer groups) which is based on amounts used during peak demand periods, Lambert said. The Committee for Consumer Services was created by the 1977 legislature to represent residential and small business consumers in utility rate cases. The committee will also soon be affirming the choice of an administrative secretary who will carry out committee policies, research issues, and give advice. The secretary, who will receive an initial salary of $1,529 per month, will be chosen by Lambert, subject to the committees confirmation.
