Show The National Enterprise, July 20, 1977 Page twenty-thre-e Property owners will oppose complex, fearing displacement dollar shopping complex proposed for downtown Salt Lake City faces opposition from business owners who fear their property will be condemned to accommodate the mall. A multi-millio- n Crossroads Associates of Maryland last week announced plans for a high-ris- e shopping and office complex in the block between 100 and 200 South and Main and West Temple. The property owners, Utah Woolen Mills, Zinicks and Murdock Travel, fear they will be displaced since their properties lie on Richard Street, in the heart of the proposed block complex. The merchants fears arise from a proposal under consideration by the Salt Lake Redevelopment Agency to utilize its tax increment powers as borrowing leverage to purchase additional property for Crossroads at the site. To do so, however, the agency must first amend its urban renewal plan which specifically states it cannot acquire properties in block 76, site of the proposed development. Hearings have been scheduled on the issue Aug. 1 1 at 7:30 p.m. and Aug. 12 at 10:30 a.m. in the city commissioners chambers.
