Business has sold its products, services and processes. American business has revolutionized the economy of the world. Why then is American business ridiculed, attacked and blamed for most of the social, political and economic ills of the universe. The anser is obvious. Business has failed to use its advanced highly sophisticated communication facilities to sell the fundamentals of the system. This perceptive observation by a noted historian can be applied to nations, states, institutions, organizations and classified groups within civilized society. It applies with a high degree of accuracy to a Chamber of Commerce. I came to the Salt Lake Area Chamber of Commerce five and a half years ago to accept a challenge. The challenging task was to build a stronger organization; to catalyze effective action by organized business; to exert measurable influence on pressing local decisions that had been so detrimental to business operations and job development; to change the direction of the economy and economic climate by providing aggressive and progressive leadership in the interest of private business and in the public interest; to reverse trends that had such major impact under the capacity of business to operate profitably in the state and to speak up for business. The problems in the city and the state are no less formidable today than they were five and a half years ago. They continue to increase in degree and intensity; some are the same, some are similar and some are new. They are as difficult, inflamable and controversial now as they have been in the past. Continued response to these issues will determine the future of this state, city and business within the state and city and the Salt Lake Area Chamber of Commerce. Business management today can make few decisions. Laws, policies, rules, regulation and arbitrary procedures imposed by federal, state or local bureaucrats determine even the most minor decisions today. This is rampant bureaucracy. The Salt Lake Area Chamber of Commerce has another challenge in that we compete with the 50 states in this nation and many other industrial nations for payrolls. Taxes, workmans compensation, unemployment compensation, welfare, environmental controls and dozens of other state legislated costs determine Utahs competitive position. When these costs become disproportionately high, business must make a choice to seek other bases of operation or become noncompetitive and lose its markets. This is fundamental. Salt Lake City Economic Development Department has more good prospects now for new growth, development and jobs than in the last 10 to 15 years. We have enjoyed some major successes in recent months and anticipate additional announcements in the near future. We must have the cooperation of city, county and state governments to remain competitive in the payroll competition. And now the ultimate challenge: Plato the Athenian philosopher issued the ultimate challenge centuries before Christ when he said, The punishment wise men suffer for indifference to public affairs is to be ruled by unwise men. The contemporary relevance of that ancient formula is shockingly vivid when applied to the practical conditions of the moment-conditithat I refer to as compromising major issues. Generally business executives have shunned the daily dynamics that operate and control the political structure. Some business executives do participate in some phases of the political process. As a classification however, business has not been astonishingly effective. Business executives must realize that it is infinitely more important to elect.and keep in office public service motivated individuals with some economic sense than it is to try to appease, coddle and pamper politicians with the far fetched hope that an occassional favor may be shown. painting contractor.
