When a generating station or transmission line suddenly goes out of service, an imbalance occurs between the amount of power being used by consumers and the quantity which is being produced or delivered. This causes equipment to shut down automatically to avoid damage. In the case of the 1965 East Coast blackout, that imbalance started a cascading or domino effect with the result that electrical generation equipment in adjacent areas also shut down. Today, in the event of trouble in one of the WSCC areas, automatic safety devices immediately disconnect and isolate the trouble area from the other areas. Equipment and personnel in the adjacent areas work rapidly to balance their consumer demand with the amount of power being produced. If too little energy is being produced, nonessential uses of power are temporarily disconnected until generation can be increased. Once WSCC members outside of the trouble zone stabilize their power use and production, they begin to help provide power for the problem area returning electrical service to normal as 22, 1974 reliable and adequate electric service in such a vast area.
