Statements were signed by each of the candidates for the school board from that area saying that the loser in the election would support the wanner in the general school board election. There Has been some who have said they were not permitted to vote, and there was no public notice as such given to the election, would cast some question as to the finesse completeness of the job. But, far be it from us for saying you can't blame Whitney for doing it. They reasoned that if the two candidates from Whitney and the one from Mink Creek were put on the ballot, it would automatically give the vote to the man man from Mink Creek. They were not about to see the control of their zone go to Mink Creek without at least a tussle. The actual results of the election are on the front page of the paper, but the results are not important. What is important, as we see the picture, is that this event points up even more the ne- cessity for rezoning the school districts. the really question gerrymandering that created Whitney, Mink Creek, Glendale. Egypt zone. Mink Greek's chance of having representation are almost nil. (Though it has happened.) .This bit of zoning has nut Whitney in a favnred position for all of these years as long as Whitney really wanted to be. According to school records, Mink Creek has had one representative, Elias Jensen, on the school board in the last 21 years. He was elected because of a split vote in Whitney. This, of course, is not to discredit the men who halve represented the district. We merely point out that the voting strength of the Eastside school district is not in proper proportion in the district We question as a whole, not in the zones themselves. The areas of Whitney and Mink Creek are "poles" apart, with little in common es far as school needs are concerned. The only way to correct this is to take immediate steps to petition the to school board to change the zones to give more equal completely rezone representation. Principal alone should dictate this. The change in the school district zones comes under a new law passed by the last legislature. The new law goes into effect, as we recall, on July 1. Under the law a petition signed by only 50 or more electors residing in the district, may be submitted to the school board. Within 60 days following the receipt of a petition, the board of trustees must prepare and submit to the State board of education a proposal which wiQ equalize the population in each district. The state board then has 60 days in which to approve or disapprove the proposal and notify the local school board. If the state board approves, then it must be submitted to a vote of the people and the proposal can pass by a simple majority. Naturally if the measure didn't pass, then the people would have spoken and the result would be as they the simple majority would want it. The possibility of this, however, is slim unless the people in one area or another "continued" to be oHSvious to school needs and didn't care enough to vote. As soon as is legal, petitions will be prepared and circulated in the school district. With only 50 signatures needed, it would appear that there would be little difficulty in getting the job done. But it goes even further than this. They use a federally granted hospital and dispose of waste through a federally granted disposal system. They also take care of their county business- in a WPA financed court house, walk, for the most part, on WPA sidewalks, and they even send their children to a school that was built in part by WPA funds. At one time they v ere going to play golf on a WPA finantcd golf course and meter their water through water meters installed by the WPA. - Whether or not it is a source of pride is one thing, but it is a fact. Maybe this is why the Boy Scout leaders feel they should go to the school districts, the city and county for assistance in their financial drives. Maybe this is why there have been some businessmen who feci that all of the funds for the Christmas decorations should come out of the city coffers without them putting in some of their own money. This may also be the reason why some residents feel that all the money for street improvement rfiould come directly out of city funds. (It did our hearts good to har that the mayor and city councilmen are looking to Local Improvement districts as a means of financing city street improvement. The Citizen has been pressing this cause for some time.) Many of the fanjprovement prolects in communities have come through government assistances, grants, or loans. Iake the Preston area, it has been touched by government money much of it handout. The economy was bolstered by money coming to fanners from the soil bank program and their children eat federally endowed school lunches and look at pictures through federal purchased visual equipment. We can't help but think of this when we hex that ultra conservative philosophy being bandied around by those who were community leaders back when the WPA (Works Projects Administration) was going full force. We claim a deep sense of pride in what some call an in- dependence from the government but history certainly doesn't stantiate this. lrand-ou- t. sub- All of this gives us the feeling that there is a stronger trend in this area though it claims to be conservative to want to ask the government, be it local, state or national, for almost anything thlat is needed for community improvement. "If we can get the city to do it, why should we foot the bill," appears to be the sentiment of so many. However, when it becomes so prevailent at the local level, it should be easier than ever to discern that in the long run the bill sometimes bounces right back, sometimes enlarged. April, 1969. .
