Keith L. Turley said: "It is unfortunate that the two California utilities have withdrawn from the project because of the uncertainties besetting it. Those uncertainties stem chiefly from anticipated California regulatory difficulties, lawsuits and anticipated legislation at federal and California state levels, as well as environmental constraints. This, of course, means AOS will not be able to continue alone in the project. However, we will be examining the feasibility of the project perhaps on a smaller scale with other participants. Their decision is a low to the energy needs of the Southwest and precludes the use at this time of a most valuable resource. The coal in the souterhn Utah area should be used to supply the energy needs of this part of the country." Turley said that since the APS share of energy from the KaiparoAPS cannot wits plant is only proceed alone. However, the APS share does represent 540 megawatts planned for the early 1980s to serve customer needs. "This means, Turley said, "that it will be necessary for APS to evaluate all alternatives, including seeking other participants in the Kaiparowits Power project, coal d resources elsewhere, or generation. Without Kaiparowits, it may be i t 1 i I 18, I I I .1 ' i oil-fire- j i I : that oil will be our only viable alternative to Kaiparowits in the early 1980s. Undoubtedly all alternatives will be more expensive for our customers than if the project had been allowed to continue. : t i Consult clerk of the District Court or the respective signers for further information.
