This brings to $517,569 the total refunds for overcharges on these petroleum products ordered by FEA in Region VIII since it took over pricing investigations from the Internal Revenue Service last summer, $383,405.55 newly-announc- ed Faver said. The refunds announced include $105,154 in remedial orders issued against nine dealers eight in Colorado and one in Wyoming. Seven involved propane violations, one involves gasoline, and one diesel fuel. Some of these remedial orders are being appealed. reThe 134 volunalso funds include tary compliance agreements by which dealers have agreed to refund $278,251 in overcharges and to roll prices back to approved levels, plus 54 additional agreements to roll back prices without refunds. The totals by states are: 30 refunds totalMontana ing $94,799, plus 5 additional rollbacks. Colorado 41 refunds total newly-announc- ed 3 additional 24 refunds totaling $33,734, plus 10 additional roll- backs. 9 refunds North Dakota totaling $30,387. 25 refunds totWyoming aling $23,570, plus 36 additional rollbacks. 5 refunds South Dakota totaling $15,578. Most of these cases involved service stations and motor gasoline; a few involved aviation gas. diesel fuel, or ether petroleum products. The 134 violations resulting in voluntary compliance agreements resulted from a total of 412 investigations in the six states. Fave r said when an apparent. violation is found, FEA first seeks voluntary compliance fer refunding the overcharge and rolling back prices. If FEA and the dealer cannot agree on a voluntary settlement, a remedial order is issued directing the dealer to comply. When specific customers can be identified, such as in sales of heating oil and propane, refunds are made directly to individual customers. Since most service stations cannot locate specific customers who are overcharged, refunds are made to the general clientele of the station by lowering prices below approved levels until the total amount of the refund has been distributed. The American Lung Association granted Dr. Jeffrey Simons, 4469 Crest Oak Drive, Holladay, $10,000 for research in Alterations of Pulmonary Cell Function by Oxidizing Agents and Metabolic Disease. Dr. Simons has been specifically studying the alveolar macrophase cel, the lung cell that abrerbs bacteria and other foreign materials in the lungs. Past research sows lhat pollutant gasc alter th efunction of these cells. Dr. Simons is further studying how these gases affect the macrophage cells ability to injest foreign cells. The study also includes the effects of insulin on the macrophage cell. Since 1968, Highway Department regulations have allowed the State Highway Director tc designate certain canyon highways to be restricted during the winter to use only by vehicles equipped with snow, tires or chains. The snow tires or chain restrictions have largely been applied to ski resort canyons, such as Little and Big Cottonwood Canyons, Logan Canyon, and Parowan Canyon. The restriction periods were relatively short, lasting only until crews highway maintenance cleared the snow from the roads. Signs are posted notifying motorists when the restrictions are in effect, and fotorists who violate them are given citations by the Utah Highway Patrol, punishable by fines ranging from $5.00 to $299. The proposed amendment to the regulations would expand the list of vehicles alowed to use highways to include not only vehicles equipped with snow tires or chains, drive vebut also four-whehicles, and vehicles equipped with traction aids. Conventional chains cannot be used with them because they damage the tire sidewalls. New traction attachments have been developed to replace the conventional chains. Two such traction aids currently being sold in Utah include cable chains and snow treads.
