True Environmental Quality Costs Time and Money embodied in the American system. A Little Axle Grease Many of those who would like to use radical surgery on the U.S. health care system favor the substitution of government domination in the health field rather than a cooperative effort of government and existing agencies to build on past experience and accumulated knowledge. A few thousand years ago, they would have called for abandoning the wheel because the axle squeaked instead of pursuing a search for lubricants. The U.S. health care system needs a lubricant if the American people are to look forward to further medical progress, a rise in medical standards and to the solutions to rising costs. Several decades ago, the idea of prepaid health care was born and has ste adily evolved into a nationwide voluntary health protection movement that today helps about 90 percent of the American people meet their medical care costs. Discarding the progress of this movement now would be like abandoning the wheel because the axle needs a little grease. The experience and the wisdom that have made voluntary health care financing a major enterprise are needed more than ever before. The head of an organization, Blue Shield, representing one of the nations major health care prepayment systems points out that his organization has been a significant factor in the nations health care system and has helped over the past 30 years to provide answers to problems in the financing of health care. We recognize the many health care problems now facing the nation, and will continue to contribute to their solution. In testimony before a congressional committee, he discussed the role of the private and public sectors in support of the nations health, as well as the need for a coordinated national health policy; the necessity for regulation of the health carriers; and the dangers of a monolithic approach to health care financing. The views of this authority expressed represented an industrys experience of three decades in the health care financing field an asset that it would be folly to disregard in shaping future national health care policies. oOo On the average, a person spends 70 percent of his waking hours in communication. Writing accounts for 9 per cent of the communication time, reading 10 percent, speaking 30 per cent and listening 45 percent. oOo Harness racing in the U. S. has, since the beginning of the nineteenth century, been primarily a country style sport, associated with county and state fairs. Only in recent times has it moved under the lights, onto big time tracks, to become a favorite night time diversion for millions of Americans.
