The nations expressways are much safer than the ordinary two lane highways. Nevertheless, in spite of almost unlimited visibility, separated traffic and other advantages, accidents continue to happen on what would seem to be foolproof thoroughfares. The main problem is motorists who dont think. This is the conclusion of Fred Montmorency, President of the Utah Safety Council. For instance, Montmorency said, few drivers going past an interchange ever get over into the left lane marked 'through traffic. Most stay in the right lane, thus risking being involved in an accident with a car entering the highway from an entrance ramp on the right. Montmorency stated that most of these motorists are not intentionally breaking the law, they just dont pay attention to signs. Another problem is not watching for exit lanes. Montmorency said that often a driver will be passing another vehicle, suddenly he sees his exit looming just ahead and cuts sharply in front of another car to reach the ramp. Such maneuvers, which often cause accidents, could be avoided by the driver knowing approximately where his exit is and being ready for it when it appears. Motorists with disabled cars who do not pull completely off the road cause numerous other crashes, Montmorency added. All expressways provide emergency lanes, just to the right of the highway, for cars with flat tires or mechanical difficulties. Too often, though, motorists will only pull half way off the road to stop. This act can cause problems, especially with drivers of oncoming cars. Many of whom may have had their concentration partially dulled by miles of seemingly hazardless driving. Other frequent causes of accidents, Montmorency said, are across making illegal the median and following too closely behind other vehicles. He reminded motorists that there should be an interval between cars of one car length for every ten miles of, speed. Navy applicants who qualify but are not able to obtain a reservation for an advance school seat upon completion of recruit training now will be guaranteed that classroom opportunity within the first 19 months of their enlistment, according to Navy recruiter William K. During the peak summer recruiting months, recruiters generally are able to enlist more applicants than there are openings in the advance schooling pipeline, said William EL Prue, RDC, USN. Under the new Programmed School Input concept, a recruit can be guaranteed a specific school assignment of his choice upon, completition of an initial duty assignment. The program, similar to an active duty Cache program, is expected to open the opportunity of advance schooling to an additional 3,609 applicants. Under the program, applicants enlistment will sign a three-yecontract. Notation of the school guarantee will be made in the official record, and the recruit guarwill be given a wallet-siz- e antee card. Following recruit training, the recruit will serve 15 to 19 months at an initial duty station. Then, upon receipt of orders to the advance school, he will be required to extend his obligated service to encover the normal four-yelistment required of all regular Navy enlistee who receive school assignments. Should the school seat not be available, or the sailor decline the opportunity when it is presented, he will serve only the remainder of the three year active duty contract. This technique is preferred in research so that results can be tabulated without any subjective judgement whatsoever.
