Moss said that after a meeting last week with assistant Secretary of the Interior for Fish, Wildlife and National Parks, Nathaniel Reed, an agreement has been reached to allow ranchers currently grazing sheep in the portions of the Capitol Reef National Park to renew their grazing permits for a period of up to 10 years as long as the Animal Unit Months are not increased. AUM is a Department of the Interior measurement used for determining how many animals the land will support for a certain period of time. Moss said that the problem arose when ranchers in the area found that they could only renew their grazing permits for a period of a year which would have ended all grazing within the Parks area by 1973. It was the intent of the Congress to allow grazing to be gradually phased out of Capitol Reef National Park rather than abruptly jeopardizing the livelihood of the ranchers who have been grazing sheep and cattle on the land for decades. My original Senate bill provided for a 25-ye- ar extension of the grazing privileges and the House bill favored a ten year extension. When the conference committee met here was considerable confusion in the committee as to the length of the period of issuance for the present permits. Sen. Moss said that most conferees were of the opinion that present permits allowed for a ten year extension, not realizing the Bureau of Land Management was issuing one year permits.
