Approval of a campaign spending bill described as the most reasonable and enforceable of three election reform measures pending before the House was urged by Rep. Sherman Lloyd. He said the bill would be offered as a substitute when the House takes up consideration of campaign spending bills reported by the Committees on Administration and Commerce beginning this week. The Utahn, joining in a letter to other GOP congressmen, said the substitute bill contains a flexible spending limitation, an independent enforcement mechanism, strong disclosure requirements and providesf fair treatment for all candidates. The substitute bill differs in several respects from the other two House bills. The substitute would limit the spending to 10 cents per eligible voter, with 5 cents to be spent on broadcasting and 5 cents on other forms of advertising. The bill specifies that 20 percent of either budget could be shifted at the candidates discretion. One of the two other bills sets an overall limit of 6 cents a person, subject to a minimum of $50,000. The fixed limits do not consider the difference in districts and give incumbents enormous advantages over challengers. The other bill is similar to the spending limitations in the substitute, but does not include the option to shift 20 per cent from one budget to another. The substitute bill would repeal equal time provisions for all federal elections, not just the Presidential elections. An amend ment may be offered to postpone repeal in the case of House candidates until a further study of the issue by the FCC. The substitute has additional features of a cost of living escalator, credit card restrictions and prohibitions in another persons name which are not contained in either of the other bills. All three bills have limitations on contributions of a candidates family.
