Show THE SALT LAKE TIMES FRIDAY, NOVEMBER 19, 1971 New Law States Three Seconds Signal Time for All Turns Another seldom publicized traffic law enacted by the 1971 Legislature, Leo H. Barlow, Utah Safety Councils vice president for traffic said, is the new law requiring signalling on limited-accehighways. The Legislature amended the old Utah Code concerning this driving maneuver, and it now requires that any driver when turning at intersections, or into private driveways or roads to signal their turning movement for three seconds. The driver on the limited access highways who is going to change lanes either ss Pheasant Hunting Permits Subject To Freeze Permits allowing the pheasant hunters to hunt on private land are subject to price control, says Roland v. Wise, District Director of Internal Revenue Service for Utah. Farmers and others who issue permits to hunt on their land are limited to the amount charged in the prevous pheasant hunting season (before freeze) and are therefore required to refund any excess charged for the current hunting season. Mr. Wise states further that, we are aware that the applications were submitted in many cases before the freeze but since no hunting took place before the freeze the previous rates must apply. The performance or delivery takes place and the transaction is completed when the even occurs not when the permits are sold. Mr. Wise emphasized the fact that the freeze does not automatically end at the conclusion of Phase I on Nov. 13, but continues until changed through the explicit action of the Pay Board, the Price Commisson, the Cost of Living Council or other competent authority. to the right or left, is required also to give a turn signal for three seconds. The law means thta the signal must be given prior to the start of the turn or the lane change. For the driver unable to determine how long three seconds actually is, here is a technique developed for professional drv-er- s. By countng one thousand and one, one thousand and two, and thousand three seconds will have elapsed. This is a sure method of determining if the signal has been given for a sufficient period of time, and should be used by all drivers in the state. The new amendment also prohibits a person from stopping or suddenly decreasing the speed of their vehicle without first giving an appropriate signal to those drivers of any vehicle immediately to the rear when there is an opportunity to give such a signal. Those who violate this new measure face the possibility of arrest and prosecution. Warrant Officer Candidate Donnel C. Murphy, son of Mr. and Mrs. Leo C. The Senate version which prescribes a maximum penalty of one year in prison and a $5000 fine for using an airplane to hunt or harass any bird, fsih or other animal, varies slightly from the original proposal introduced by Pennsylvania Rep. John L. Saylor andi passed by the House of Representatives last May. The differences will be resolved by a joint committee before the bill is sent to the White House for the Presidents House-Sena- te signature. ' SlW Fffl.KICO, Cal y ii'-; : V Many of Utahs junior and senior high school dropouts are dropping by special classes and activities designed to reactivate their interests in education. The classes are part of an experimental Career Development program managed by the Utah State Board of Educations Division of Research and Innovation. Nine Utah school districts are involved in the project which has as its purpose the retention of potential dropouts and the reactivation of those who have already dropped out of public school programs. Activities vary from district to district, but a good example of the type of program offered to potential and present dropouts is found in Nebo School District. The project in Nebo School District is handled from offices in Spanish Fork. District social worker and coordinator of the project, Paul J. Curtis, believes that students in the program must be given a schedule which corresponds to the students own individual problems and needs. This philosophy of education apparently works. Last year the student dropout rate decreased by more than fifty percent. Part of the Dropout Prevention program is devoted entirely to those who have left school because of pregnancy or family responsibility. Students in this phase of the program pursue the high school diploma in the evenings and study such subjects as home economics, child care, meal planning and other practical courses designed to help students adapt to home and work. Other students work out the schedules to attend school on a part time basis and then spend part time at an approved vocation. Some may attend class three hours a day and work another four or five. In many cases, students are able to take classes which compliment their job. A mechanics helper, for instance, may study auto mechanics during his class time. A part time student secretary may choose to use her class time to study secretarial skills. Nebo school district helps the students obtain jobs through an employment procurement program which keeps students in contact with local businessmen. The district also makes transportation available for students to get to and from the school and the place of employment. Other school districts participating in the Career Development Program are: Davis, Granite, Logan, Murray, Ogden, Salt Lake, Tooele and Weber. Bacchus Works Names Division Manager Robert L. Anderson has been named Manager of the High Energy Upper Stage Program at the Bacchus Works of Hercules Incorporated, Bacchus Works Manager M. W. Plunkett announced. Mr. Anderson will supervise Hercules work on two solid propellant demonstration motors for NASA with stop-sta- rt capability. Mr. Anderson joined Hercules at Bacchus in June 1959. He has been assigned both at the Air Force Western Test Range at Vandenberg, Calif., as field representative and at the Eastern Test Range at Cape Kennedy as an engineer in the field test group. He was a part of the Hercules contingent during the initial launch of the Minuteman Intercontinental Ballistics Missile in 1961.
