Deseret Test Center, Dugway Proving Grounds, has been awarded the organization classification award which was accepted by Brigadier General Max Etkin, Commanding General. Mr. Welling was honored for his traffic safety improvements through promoting legislation while on the executive committee of the Council, for his long and dedicated service on the Traffic Advisory Council, and his many other contributions to the traffic safety movement in Utah. He has served on the Board of Directors of the Utah Safety Council since 1950, and was president of the organization in 1954. Deseret Test Center was honored for their traffic safety program, not only for their employees, but their families and others associated with the organization and for the continued contribution to making the community a safer place in which to live. on-goi- ng Page Five National Explorer Old Testament Book Cabinet Gives Progress Report Now Translated in English Version Thirteen outstanding young men met at the national headquarters of the Boys Scouts of America in North Brunswick to plan the future of the BSA3 nationwide Exploring program, and a teenager from Salt Lake City, Utah was a principal con- tributor. David Ellis, 17, son of Mr. and Mrs. Lee Ellis, Salt Lake City, Utah is a member of the National Explorer Cabinet, composed of a president and 12 regional vice presidents. Ellis was elected vice president for Region 12 at the first National Explorer Presidents Congress, held in Washington. In this capacity he represents 627,952 boys and 228,814 leaders in the states of Arizona California, Nevada, Utah, parts of Idaho and Wyoming, and Hawaii, Midway Island, Wake Island, the Marshall Islands, and American Samoa. Exploring is a program for high - school - age young men and women designed by the Exploring Division of the BSA to meet the needs, desires and concerns of the next generation of citizens. It is an approach which helps them find their present and future roles in our society. Ellis and his fellow Explorer Cabinet members reported on their activities since the Cabinet was formed in June. An important item on the agenda was the establishment of the new National Explorer Presidents Association. of which the Cabinet is the nucleus. Utah Marshes Hunters and fishermen will get national recognition for their contributions to conservation if Congress passes joint resolutions introduced in the U. S. Senate and House of Representatives. The fourth Saturday of every September will become National Hunting and Fishing Day if the resolutions pass and arc approved by President Richard Nixon. John E. Phelps, Director of the Utah Division of Wildlife Resources, endorsed the idea. Our hunters and fishermen have done more for natural resource conservation than any other group. Certainly it is time for these first environmentalists to be honored by Congress and the President. Sportsmen throughout Utah and the nation are urged to write their Congressmen in Washington asking speedy passage of S.J.R. 117 in the Senate and II.J.R. 798 in the House. Immediate action is necessary if the resolutions arc to be passed before September 25. potentially the first National Hunting and Fishing Day in the United Stales. Utah Receives Land Management Monies A check for $1,896,396 has been sent to the state of Utah from the Bureau of Land Management as the states share of federal land receipts. According to an announcement by Secretary of the Interior, Rogers C. B. Morton, Utah's check was part of more than $32.9 million paid to 26 states. These payments represents the States' share of federal revenue A botulism outbreak on Great Salt Lake marshes has recently caused moderate waterfowl loss, according to the Division of Wildlife Resources. Avian botulism usually affects only a small fraction of the millions of waterfowl that use Utah alkaline marshes each year. A Division spokesman said many hunters will see some of this years victims when they go in the field Oct. 2 for the opening of the 1971 waterfowl season. Good hunting is still expected this year. Toxin from anaerobic bacteria which decompose dead water insects is the culprit. Contributing conditions are summer heat, lowered water level on the marshlands and recently exposed mud flats. This combination of conditions occurs practically each summer triggering a botulism outbreak on marshes of Great Salt Lakes east shore. Waterfowl injest the toxin or poison as they feed in the water. Some become infected and lose control of certain body muscles. Where practical hundreds of dead and dying ducks and shore birds have been removed from the marshes along the lake. Sick ducks often recover when moved to fresh water areas.
