The Vietnamese National Assembly recently passed a petroleum exploration law by which the government may at some future date grant concessions in the South China Sea offshore from the Mekong Delta. Preliminary surveys in that area have been favorable but no petroleum has yet been found nor has any drilling taken place. Vietnam has always been entirely dependent upon imports for its petroleum requirements. These have risen to a value of over $30 million annually in recent years. This is more than the countrys total exports of all products and it is only natural that Vietnam should seek a domestic source of petroleum to save the foreign exchange now required for petroleum imports. There is, of course, no relation between the rate of our troop withdrawals and offshore drilling rights. There is likewise no basis for the allegation that we are involved in Vietnam because of large American investments there. The courts have held however that the Secretary of State is not authorized to prevent American citizens from going to restricted areas if the travelers are prepared to do so without using their passports or carrying them into those areas. Existing U.S. law and court decisions also hold that a citizen has the right to return to the U. S. Many countries, such as Cuba, will admit U. S. citizens without regard to whether their U.S. passoprts are valid for travel to those countries. There have been reports that members of these groups may have received alleged guerilla training while in Cuba. This matter is presently under investigation by appropriate agencies of the U.S. government, including the Federal Bureau of Investigation.
