The new law goes into effect about the middle of May. Highlights of the new operating rules, violation of which will be a misdemeanor and subject to citation, are as follows: 1. All persons riding upon the vehicles are required to sit straddling the seat (no more side saddle sitting with both feet on one side). 2. No operator shall carry any packages and other items preventing use of both hands on the handlebars. 3. No passengers are to be carried in positions that will interfere with the operation, control or view of the operator. Other new rules, which will, in some cases, apply to operators of other types of vehicles, will also go into effect and are summarized as follows: 1. Motorcycles and motor driven cycles are entitled to full use of any traffic lane and no other motor vehicle shall be driven so as to deprive the motorcycle or motor driven cycle of full use of the lane. However, two motorcycles abreast of each other may be permitted in one lane. 2. Motorcycle operators shall not overtake and pass another vehicle in the same lane as the overtaken vehicle is occupying. 3. Motorcycles and motor driven cycles shall not be operated between lanes of traffic or adjacent lines of vehicles. 4. Associate Professor Donna M. Gelfand and Assistant Professor Donald P. Hartmann have been conducting a multi faceted study of aggression for the past five years. Aggressive behavior is one of the most difficult and uncontrollable social problems and regular tax while others are figuring it incorrectly Mr. Wise said. Although the surcharge is generally described as a 10 percent tax, it did not become effective until April 1, 1968, Mr. Wise said. To simplify calculations for taxpayers, Congress specified that taxpayers pay IVz percent of the tax on all of their 1968 income rather than 10 percent of the tax on income earned after April 1, 1968. Parks Director Gives Dogs Trial Period State Parks and Recreation Director F. C. Koziol today made it official that starting next March 1, dogs are going to have a six months trial period in which to prove themselves good neighbors in state park campgrounds. Koziol signed an order that will at least temporarily end a ban against keeping dogs overnight in the State Park system. But the order sets tight controls on dogs both day and night. The order applies from next Vlarch 1 through August 31, 1969, when it will expire. It includes all campgrounds in the State Park system. This six months trial rule will do the following: 1. Prohibit noisy or vicious dogs and prohibit the turning loose of any animal at any time, anywhere in the State Park system. 2. Require that, at all times, dogs be kept either on a leash not more than six feet in length or confined within a vehicle. 3. Require that dogs and cats be kept inside a tent, camper or other enclosed vehicle during the night hours. 4. Require that no dogs are allowed on a swimming beach, even on a leash. Seeing-Ey5. To cure aggression, the U psychologists are trying to find the causes two of which are personal failure and exposure to aggressive adults (including the violent behavior children are exposed to through TV). Part of the University research showed that children who fail in competitive games and who have observed an adult behaving aggressively will subsequently engage in highly aggressive play. Conversely, regular exposure to people who solve problems in a rational non aggressive manner will wean the child from such unaceptable conduct, he said. A mistake frequently made by adults in attempting to curb the childrens aggression is responding to their behavior with attention. This reinforces the child, even though adult attention may take the form of punishment. There is a common chain reaction which often occurs. Children misbehave, receive punishment and then wait for tangible positive rewards from the guilt ridden adults who administered the scolding. In field work research at local elementary schools and a day care center for retarded children Drs. Gelfand and Hartmann and a team, of 19 graduate students have discpvered thta many teachers and supervisors have mistaken ideas about correcting aggressive behavior. Often they take appropriate behavior for granted, without reinforcing it, and sometimes a teacher is convinced that a child we have been asked to observe is inherently bad and unteachable, adds Dr. Gelfand. One thing few teachers and parents realize is that angelic behavior does not occur . overnight. After observing a problem child for an hour, a day or even a week and recording how he exhibits aggressive behavior and what happens before and after it occurs, the psychology team begins one of several therapy plans. For example, explains Dr. Hartman, a two pronged attack would be used on a child who exhibits poor verbal skills and frequent fits of screaming. Graduate studetns will work with the youngster to improve his communications skills and simultaneously teach his instructor how to react to aggressive behavior. If screaming persists, the child may be separated from his peer and placed in a small soundproof room for several minutes.
