' There could be unified policy, cooperation and comprehensive planning. Duplication of effort and other inefficiencies could be reduced. Representative Council Needed This report has already alluded to the inadequacy of the commission form of government in that there are too few law making officials responsible to the people. Dealing is too easy. More than that, all commissioners are elected at large. This means that each commissioner is responsible to everyone and no one. No commissioner is responsible to an identifiable constituency. The most numerous recommendation heard by the Study Commission from citizens during its hearings has been to have County legislators elected according to geographical area on a one man, one vote population basis. The Study Commission is convinced that this method of representation will provide the various segments of the County each with an identifiable representative who can be held clearly accountable for effectiveness in the councils of government. Study Not Concluded The Study Commission has much to do before it concludes its work. More research must be completed before an alternative form to the present one can be adopted. Nevertheless, it is clear that the optional forms provided by the Legislature offer systems of County government with legislative and administrative features which can accomplish the goals described in this report. We all agree that there are some people who want Government to solve all of their problems. That is not the purpose or goal of government. If the job is too big for our elected commissioners, then not replacing the form of they need to be replaced Government. . Single Executive Needed The Study Commission has been guided to conclude that a single appointed executive would correct all problems. Not so! Representative Council Needed You would wipe out Murray, Midvale, Sandy, Draper, Magna, West Jordan, Riverton, South Salt Lake, as well as Salt Lake City, and replace them with Soviet Councils. If the Study Commission wants to be productive, let it study how to get out from under all of these Federal Programs that are being foisted upon us to raise our taxes, to enlarge government departments, to increase payrolls and interfere in the lives of good Americans. The real answer to economical and good government is to reduce government to the absolute minimum. Let us be careful and extremely wary of those who would seek strong controls over the People by changing our present form of government. The elimination of the Metropolitan type programs being pushed upon our county would materially reduce and eliminate many problems on the county government level. Freedom is a precious right.
