General Responsibilities of Local Government Government has the primary responsibility of providing justice and order so that human beings may live in freedom and dignity. The people of Salt Lake County are entitled to government which is fair judicious, representative, responsive and efficient in the provision of services and settlement of normal conflict. Local government should warrant respect. The quality of governmental and political leadership chosen for service is a matter for the electorate to determine, however, the form of government should encourage competent, imaginative and respectable peole to make themselves available rather than dissuade them from serving. At present Salt Lake County Government is a $50,000,000 rorporation and its decisions have an immense impact on the quality of life of 500,000 people.The population will increase to nearly 1,000,000 by the end of the century. County government must be able to serve their expressed needs responsibly. Qualifications for Government The following qualifications have been used to measure the value of the existing Salt Lake County government and any ..government that might be consider to replace the present one: Government ought to be close to and representative of people it serves. The people and systems active in a governmental structure ought to be held accountable up and down the organizational line to a single chief administrator. That administrator must be held accountable for the official activities of the government.
