Practically every, major policy and innovation that comes FROM. Washington serves to disunite us as citizens and sovereign states and pit us one against another, competing for favors dispensed by those who would be our masters. A local newspaper recently reported that the citizens of Sevier County were upset (and, to some degree, justifiably so) when the neighboring county of Sanpete had been awarded more funds under the Deficit Sharing (oops, excuse me) Revenue Sharing program. No reason was given for this difference, of course, because as so often is the case in the actions of bureaucrats, no reason exists. The real importance of this situation is that it demonstrates that while such programs exist, the tendency is for the cities, counties, and states to look increasingly to Washington for federal handouts and less to themselves for solving their own problems. The above case is not unique. It is happening all over the country every day. The city fathers of Great Falls, Montana recently decided to bombard Washington with letters expressing the citys needs for financial assistance for water system improvements. They plan to get $8 million of federal funds toward a $14 millio project. In the decision to appeal to Washington instead of solving their own problems, one board member stated, I know from experience that hammering at our congressmen gets action. There are scores of agencies able to provide help, and our reprsrepresentatives in Washington are in the position to find out. who has money for us."t .. Why should we pay for a water system for the City of Great Falls? Are we allowed to vote for the people who will be administering the money? As far as I am concerned, the first question above serves to answer the first. America became great because the Constitution was designed to protect the individual and to allow him to control his personal life and a voice in the control of the local governments that spent his tax monies. Thus protected, the individuals, counties, cities, and states not only solved their own. problems but were an asset, not a liability, to furthering the greatness of the country and helping to achieve its objectives.
