This is a resolution which would replace Amendment the previous general session. SJR-- 11 is a Constitutional which will be placed on the ballot at the next general election in November. Our objections are as follows: 1. The Independent Dedicated To The Constitution, Liberty, Morality, and Truth "Free men can vote themselves into slavery, but slaves cannot vote themselves free." J. Reese Hunter There has been much talk about how to upgrade the State Legislature and make it more respectable in the eyes of the people. We have a very positive suggestion to the Legislature: KEEP FAITH WITH THE PEOPLE. One thing that creates a bad impression for the Legislature is for legislators to deceive the people in order to get what they want. For example, in 1965, in a special election, the citizens of Salt Lake City and Provo turned down the program known as Urban Renewal. Some legislators then came back at a subsequent session and wrote a new Urban Renewal law but called it by a different name. The bill passed and is now law. Another example is annual sessions of the Legislature. The years was only people were told that the session in to be a budget session. Your editor personally attended a meeting where a chief supporter of the annual session movement was willing to swear on a stack of Bibles that the legislature could only consider budget matters, nothing else. Even when this was questioned he steadfastly maintained that the legislature could not consider even-number- ed matters. As everyone now knows, the very first budget session of 1970 issues saw a raft of bills fall into the hopper and many were passed. Thus, the warnings of those of us who were talking against annual sessions went unheeded. The people were deceived by those of the legislature who are willing to deceive in order to get what they want. Unfortunately, the untrue impression is created that theyre all a bunch of crooks. Deceptiop does not set well with the voters. So Legislators, if you want some stature, KEEP FAITH WITH non-budgeta- ry non-budg- et would practically eliminate Section 26 of Article VI. This section prohibits the legislature from enacting any private or would special laws in 18 different areas. Those specific prohibitions be eliminated and supplanted with one general sentence. These are retained. specific prohibitions to government and should be and (b) SJR- -1 calls for paying legislators a per diem wage mileage for attending interim meetings. They are already being paid their regular salary and, if this passes, you can bet there will be a lot more interim meetings than at present. It is at those interim to the next meetings where the ideas are concocted to be presented legislative session. work (c) SJR- -1 would allow the hiring of more employees for and during and between sessions, including legal counsel to provide control all legal services for the legislature. We have an elected official, the Attorney General, who may provide, and has provided, legal services for the legislature. (d) SJR- -1 allows the appointment of a legislative auditor who may conduct audits of any funds in any branch or political subdivision of government in the state. He shall report to and be answerable only to the legislature. We already have an elected state auditor of this state who could perform all of these functions if he were properly funded. Even more important, the State Auditor is answerable to the people. We suggest the State Auditor receive the financial support necessary and save the hiring of a whole new group Readers Outlook (a) SJR- -1 of bureaucrats. The second bill which we hope will be rejected is the 88 page Utah Individual Income Tax Act of 1972. It is designated as SB- -5 and the information is as follows: 2. SB 5 by Kendrick Harward and Moroni Jensen. This is being sold as a means of simplifying the filing of personal state income tax. Actually, it would raise the taxes of people in the middle income bracket. That includes most of us. The middle income people pay most of the taxes today. Furthermore, it would take away the tax exemptions of certain people who have retirement benefits and who are paying into their retirement program. This is one of those deceitful-typ- e bills which puts the legislature in a poor light. Reject this one, Legislators, and youll be doing all of us a favor. The article on Davy Crockett was especially good pointing out his struggle within himself between the desire for popularity and the discipline required by duty to the trust placed in him by the people of the United States. The conclusion to defend constitutional principles against even the slightest encroachment should be a trumpet call to all people. Where is the Utah lion that is willing to vote only for legitimate laws and against those which are not. Who will strike down illegal Internal Revenue Service practices, welfarism, conspiratorial forces from within, foreign aid especially to the avowed enemies of the U.S., U.N. etc. There are those willing to do super-statis- this. There are two bills which we hope will be rejected. However, the best that Utah representatives could come up with was a 46 by Senator Bennett and Mr. Lloyd. From here we go to a weak 21 for Senator Moss and a 20 for Mr. McKay. This is an insult to the people of the great State of Utah. Will Utahs Davy Crocketts please step forward. You are urgently needed. A casual look at the national situation should be enough to make any red blooded American step up, win the election and help stamp out this great evil.
