He continued to assert that the raid fas a letter perfect execution of their search warrants with the exception of the unfortunate incident that occurred." That unfortunate incident was, to say the least, quite an exception! Acting Montgomery County Police Chief Kenneth W. Watkins also became embroiled in the U.S. controversy. A report he commissioned concluded that Ballew had fired the first shot in the altercation. Shortly thereafter, Chief Watkins modified this to the assertion that the raiders and Ballew had fired simultaneously. Both of these conclusions were later challenged. As the Washington Daily News reported on June thirtieth: tem of values is psychopathogenic. (Ibid. p. 91) Commenting on this, Frank Coble says: One of the great errors of the behavioral scientist, the psychiatrist and the psychologist, in Maslow s opinion, is the belief that right and wrong behavior have no scientific basis. He found that therapy only succeeds to the extent that it helps people to recognize or discover better ways of behaving and thinking and relating to other people. If therapy is successful at all, it is successful because it produces better people people who become better parents, better marriage partners, better workers, better citizens. ( Ibid. p. 82) To Maslow the search for those values which make better people seemed to be a legitimate field for scientific inquiry. As Goble describes it: When we separate the healthy specimens from the rest of the population and determine what they struggle toward as they grow and improve themselves, and what ... that Mr. Ballew was holding a pistol, no member of the raiding party reported that Mr. Ballew fired the pistol at any time. The Daily News account goes on to rqiorl the lalement of the Treasury agents who led the raid: The leader of the raiding William Treasury agent in a statement taken said Seal, the same night at the Silver Spring police station, that when he broke in and saw Mr. Ballew, fired one round from my pistol at him and yelled, lie's got a gun . . . fired once more and at the same time I ht'ard weapons firing from behind me which I believed to be covering my atItarty , tempt to gain cover. And of course, if the right and the good can be identified, then every human being should be encouraged to adopt them and live by them. Dr. Maslow felt that when a person does not do that which he knows to be right and good, he becomes a neurotic personality. He felt the stunted, only cure was to get the person to change. The Freudian and Behavioral approach was to attempt to reduce the sense of guilt by minimizing the importance or even the necessity of having a system of values. Maslow found this was neither sound in precept nor practical in application. According to Goble, Maslow felt that People who fail to develop their talents, who live dull, uninteresting lives, who never develop workable methods of relating to other people subconsciously know that they have wronged themselves for it.
